Abstract: PROBLEM TO BE SOLVED: To manage progress in work at a work site substantially in real timeSOLUTION: A work state management server includes: a storage unit which stores progress plan table data showing a progress plan table in which schedule times when respective work contents are scheduled to be executed are allocated for each process including the plurality of work contents; a communication unit which receives work progress information showing progress of the work contents; a progress determination unit which determines whether or not the progress of the work contents shown by the work progress information is delayed against a predetermined plan in the progress plan table; and a progress table creation unit which generates progress table image data of an image displaying a display form of the work contents delayed in progress against the plan and a display form of the work contents not delayed in progress against the plan so as to distinguish each other, on the basis of the determination result by the progress determination unit
