Abstract: With the availability of a 144 Kbits/sec user's digital access to the integrated service digital network (ISDN), transmission of video data over the telephone network will become a reality. However, the required compression is extremely high and improving the visual quality of the decoded image data continues to be a challenge. The authors present a new image coding algorithm which includes a technique for segmenting image sequences and a modified adaptive 3-D arithmetic coder (MAAC).
