Abstract: This paper describes a two-stage digital video encoding technique that is compliant with emerging international standards and is optimized for multiple uses of the material. Applications include production, post-processing, archival storage, and distribution through diverse channels. The first phase of the encoding is computationally intensive and the second phase is bandwidth conserving; all motion analysis is done in phase one. The intermediate format resulting from phase one uses less storage than the raw data but more than a fully compressed image sequence. It is designed to serve as the source for distribution through diverse channels: transcoding from the intermediate representation to various compressed data streams is both simple and more efficient than single-pass encoding. >

TL;DR: It is shown that it is only required to keep one copy of the coded data at its highest possible quality and the transcoder is also capable of fast response to network demands to prevent packet loss.

TL;DR: In this paper, the authors proposed a rate control system for digital video transcoder that uses Group of Picture (GOP) structure information from a pre-compressed bit stream to avoid the need to store the data corresponding to the group of pictures.

TL;DR: In this article, the MPEG slow-forward coded video data is identified, and freeze frames are inserted as a predefined function of the identified coding type and as a pre-defined function of a desired slow down factor.

MPEG: a video compression standard for multimedia applications
TL;DR: Design of the MPEG algorithm presents a difficult challenge since quality requirements demand high compression that cannot be achieved with only intraframe coding, and the algorithm’s random access requirement is best satisfied with pure intraframes coding.
