Provided is an image processing device capable of reducing a circuit scale. An image encoding device (100) encodes an input image (91) by leastwise quantizing the input image (91) which is an input image on the basis of the selected quantization parameter (QP1) which is discretely selected from a quantization parameter (QP) which is a quantization factor with a DCT coefficient which is the simple encoded data encoded by a simple operation from the input image (91), thereby to calculate a generation code quantity of the encoded input image (91). The image encoding device (100) corrects the error which is generated in response to the simple operation in the generation code quantity of the encoded input image, thereby to calculate a poorly precise generation code quantity. The image encoding device (100) calculates the poorly precise generation code quantity at the time when the input image (91) is encoded, on the basis of the quantization parameter (QP) other than the selected quantization parameter (QP1), by the interpolation of the poorly precise generation code quantity at the time when the input image (91) is encoded on the basis of the selected quantization parameter (QP1).

An apparatus and method for adaptively compressing blocks of video image data provide a local ceding level (34) for use in compressing successive blocks of video image data. Each block is preliminarily compressed (30) using a global coding level. A local coding level is generated (34) based on the randomness measure. The video image data is then compressed (36) using the local coding level to provide compressed data far transmission. An image is subjected to quantized orthogonal transformation and quantization, and quantized orthogonal transform coefficients are grouped and encoded group-wise. The extracting unit extracts, from among a group of quantized orthogonal transform coefficients, those quantized orthogonal transform coefficients that are within a designated range starting from boundary values of the next lower group. The replacing unit replaces values of the quantized orthogonal transform coefficients extracted, with values of the quantized orthogonal transform coefficients of the next lower group.
