An optical termination system is provided. The optical termination system includes a working Optical Line Terminal (OLT) that communicates with a plurality of Optical Network Units (ONUs) near end users through an optical transmission line. The OLT includes a control information storage to store control information of the plurality of ONUs. In addition, the optical termination system includes a standby OLT, which includes a storage to store the control information to be transmitted from the working OLT. Furthermore, the optical termination system includes a controller that controls switching from the working OLT to the standby OLT.

PROBLEM TO BE SOLVED: To provide a packet communication system in which an optical line terminal (OLT) and a broadband access server (BAS) cooperate, and band control is performed for each user housed in an optical network (ONU) in a passive optical network (PON). SOLUTION: Band information set for each user is registered beforehand in a RADIUS server 26 and the BAS 28 calls setting information from the RADIUS server 26 at the time of user authentication and sets the acquired user band information by reporting it to the OLT 10. The OLT 10 realizes the band control for each user by buffering and shaving the packets of each user unit by using the band information set from the BAS 28.
