Participation Requests: A Democratic Innovation to Unlock the Door of Public Services?:

There is a substantial amount of literature that focuses on the governance of offshore fisheries in Europe and abroad, the history of fishing industries in different countries, and anthropological studies of fishing communities around the world. There is also a large amount of literature that explores the attitudes of fishermen towards fisheries governance and management. However, there is very little research that has explored the political attitudes of fishermen through the use of quantitative survey data. Using a survey carried out just ahead of the referendum on the UK’s membership of the EU, this paper analyses data from a sample of Scottish skippers who work on vessels over 10 m in length. The paper focuses on how fishermen in Scotland vote at both UK and Scottish elections, how they voted in the Scottish independence and EU referendums, their political and social attitudes and their demographic breakdown. On the EU referendum, the paper finds that fishermen, as well intending to overwhelmingly voting to leave the EU, did so for instrumental reasons in the belief that this course of action would benefit them and their industry.

A survey of Scottish fishermen ahead of Brexit: political, social and constitutional attitudes

Abstract Purpose The prevalence of mental health problems has rapidly increased over time. The extent to which this captures changes in self-reporting due to decreasing stigma is unclear. We explore this by comparing time trends in mental health and stigma-related indicators across English regions. Methods We produced annual estimates of self-reported mental disorders (SRMDs) across waves of the Health Survey for England (2009–18, n = 78,226) and three stigma-related indicators (knowledge, attitudes, and intended behaviour) across waves of the Attitudes Towards Mental Illness survey (2009–19, n = 17,287). Differences in trends were tested across nine Government Office Regions using linear models, adjusting for age, sex, ethnicity, marital status, and social class. Results In 2009, SRMDs did not vary by region ( p = 0.916), whereas stigma-related indicators did ( p &lt; 0.001), with London having the highest level of stigma and the North East having lowest level of stigma. Between 2009 and 2018, the prevalence of SRMDs increased from 4.3 to 9.1%. SRMDs increased and stigma-related indicators improved at different rates across regions over time (SRMDs p = 0.024; stigma-related indicators p &lt; 0.001). London reported the lowest increase in SRMDs (+ 0.3 percentage point per year) yet among the largest improvements in attitudes and intended behaviour across regions. Conclusions Improvements in attitudes towards mental illness did not mirror changes in self-reported mental health problems across English regions over the past decade. The findings do not support the argument that changes in public stigma, at least when defined at this regional scale, have been driving the increase in self-reported mental health indicators in recent years.

Is the self-reporting of mental health problems sensitive to public stigma towards mental illness? A comparison of time trends across English regions (2009–19)

Design innovation aims to tackle complex societal challenges through new design practices and bespoke methods of engagement (McAra-McWilliam, 2012). Creative collaboration is a core aspect of design innovation practice, involving diverse stakeholders including academic, business and civic partners, and importantly end users within the design process. Innovation in the health and care context requires collaboration between a variety of actors when designing transformative product and service solutions (Bradwell and Marr, 2008). Consequently, the focus of design has shifted from the artefact or outcome, to the design of an open and participative process that relies on the direct contextual insight of participants, their creativity and lived experience, and is inclusive of a multiplicity of perspectives.
Experience Labs open up the design innovation process to multiple stakeholders by employing a participatory design approach. The Labs provide a space for collaboration and co-creation among a range of stakeholders and end users (French, Teal and Raman 2016). Active participation within Experience Labs requires participants to engage both with the concepts being explored, and with each other’s points of view. We discuss our approach to designing spaces for collaboration which foster engagement and participation in the creative process, among multiple stakeholders. Through examples, we discuss the tools, artefacts and activities that support participants to meaningfully engage with ideas, and strategies for curating groups and managing collaboration. We share design learning regarding engagement and the resulting impact on people, processes and outcomes, and consider how this approach may be applied in other contexts to foster engagement.
