A reduction processing section 156 applies reduction processing to the image D and the face region image F of the image D so that the sizes thereof become almost the same size as that of a display screen of a cellular telephone set having an average size to obtain an image D' and F' to be distributed in the case of the image D judged to include a human, and applies reduction processing to the image D so that the size thereof becomes almost the same size as that of the display screen of the cellular telephone set having an average size to obtain the image D' to be distributed in the case of the image D not including a human.
