The method includes the steps that after the neutralized wastewater is subjected to standing layering, an extracting agent is added into a water phase containing floccules, standing layering is carried out after extracting, the water phase enters a wastewater treatment system to be unitedly treated, and an oil phase returns to a condensation polymerization kettle to be recycled. Phenylamine or TMQ synthesis monomers or TMQ synthesis fluid serves as the extracting agent; raw materials used in the TMQ product synthesis process or intermediates in the synthesis process are mainly selected and used to achieve internal recycling of the materials. According to the method, the purposes of removing pollutants and reducing consumption can be achieved just by extracting the floccules through the extracting agent after the wastewater is neutralized, the extracting recycling rate of active substances reaches 33% or above, and about 1/3 of active ingredients in the floccules are completely recycled; the TMQ yield is increased, the concentration of pollutants in the wastewater is reduced, and thus the purposes of consumption reduction, waste reduction and environment protection are achieved; treatment of the TMQ salt-containing wastewater is achieved.

The process comprises the steps of: extracting benzoic acid, phthalic anhydride and other raw materials from the alkyd resin wastewater into dimethylbenzene, and then distilling to concentrate the raw materials and separate the dimethylbenzene, wherein the separated dimethylbenzene isrecycled as an extracting solvent, and because the dimethylbenzene is also used as a solvent for esterification, a feed solution obtained after distillation concentration is free from further purification and can be directly reused in an alkyd resin esterification kettle. Meanwhile, the invention designs the device for the recycling comprehensive treatment of the alkyd resin wastewater according to the process. According to the device and the method, on the one hand, the wastewater is recycled and more than 95% of the benzoic acid and the phthalic anhydride in the wastewater are recovered, and on the other hand, the chemical oxide demand (COD) value of the wastewater is obviously reduced, the posttreatment difficulty is greatly reduced and the operation cost is reduced.
