In the above method, a base station can switch the frequency domain resource used by the terminal before the arrival of transmission of a large amount of data, such that a large bandwidth is available for the terminal when a large amount of data is transmitted thereto in a short time period, thereby reducing the delay of transmission of VR/AR images using a large amount of data in a short time period, and improving the transmission effect of the VR/AR service.
