This document contains a roadmap to the Request for Comments (RFC)
documents relating to the Internet's Transmission Control Protocol
(TCP). This roadmap provides a brief summary of the documents defining
TCP and various TCP extensions that have accumulated in the RFC
series. This serves as a guide and quick reference for both TCP
implementers and other parties who desire information contained in the
TCP-related RFCs. This document obsoletes RFC 4614.

A Roadmap for Transmission Control Protocol (TCP) Specification Documents

Host-to-host protocols capable of supporting internetworking and reliable transmission have been under development for several years. This paper discusses problems and techniques related to one type of reliable protocol, which features end-to-end positive acknowledgement, retransmission, internetwork addressing capabilities, and ordered delivery.The issues of interest are protocol correctness and completeness, protocol efficiency, and complexity of implementation. These will be discussed in a framework of three problem areas, flow control, sequence number space management, and reliable transmission of controls.Flow control heuristics using windowing techniques are explored. Flow control information is augmented to allow fair apportionment of bandwidth, better bandwidth utilization through optimistic credits, flow control credits matched to the type of traffic, and increased performance for high precedence connections.Alternatives for selecting the startup sequence number for a connection are presented. Techniques and problems of several sequence number space management strategies are presented. These include delayed startup, incarnation numbers, and resynchronization.The transmission of controls are discussed, with emphasis on whether or not to share a logical transmission channel between controls and data. The effect of data flow control on the delivery of out-of-band signals is an important consideration.The findings are presented both to further the understanding of and to encourage intelligent implementations of reliable protocols.

Reliable host-to-host protocols: Problems and techniques

One aspect is directed to a method and apparatus for transferring information, through a shared storage system, between first and second processes running on first and second computers, respectively. Both computers are coupled to a data storage system, with the first computer being coupled through multiple paths. In accordance with one aspect of the invention, at least one of the multiple paths is selected through which to transfer the information between the first process and the data storage system, so that communication between the first process and the shared storage system is not constrained to any particular path. Another aspect is directed to a method and apparatus for processing an out of band control command executed by a host computer in a multi-path system and targeting a device. A path is selected for transmitting the out of band control command to the device based upon a selection criteria that enables the selected path to be other than a specific target path identified by the out of band control command.

A network management system is provided in which a transmission band for preceding access is guaranteed even when simultaneous access to shared data is obtained by plural nodes and which does not suffer any problem even in the case of accessing to data that requires real-timeness such as with video data. In order to guarantee an I/O band for a hard disc and a band for the network when simultaneous access by plural nodes to shared data is obtained, an access manager for controlling access bands is provided inside the system, which guarantees a transmission band for preceding access on the occasion of simultaneous access by plural nodes by making mode-of-access judgment, managing the network band and the hard disc I/O transmission band, and judging whether or not to approve the access based on whether or not the bands are saturated.

Contemporary concerns over the governance of technological systems often run up against narratives about the technical infeasibility of designing mechanisms for accountability. While in recent AI ethics literature these concerns have been deliberated predominantly in relation to machine learning, other instances in the history of computing also presented circumstances in which computer scientists needed to un-muddle what it means to design accountable systems. One such compelling narrative can frequently be found in canonical histories of the Internet that highlight how its original designers’ commitment to the “End-to-End” architectural principle precluded other features from being implemented, resulting in the fast-growing, generative, but ultimately unaccountable network we have today. This paper offers a critique of such technologically essentialist notions of accountability and the characterization of the “unaccountable Internet” as an unintended consequence. It explores the changing meaning of accounting and its relationship to accountability in a selected corpus of requests for comments (RFCs) concerning the early Internet’s design from the 1970s and 80s. We characterize four ways of conceptualizing accounting: as billing, as measurement, as management, and as policy, and demonstrate how an understanding of accountability was constituted through these shifting meanings. We link together the administrative and technical mechanisms of accounting for shared resources in a distributed system and an emerging notion of accountability as a social, political, and technical category, arguing that the former is constitutive of the latter. Recovering this history is not only important for understanding the processes that shaped the Internet, but also serves as a starting point for unpacking the complicated political choices that are involved in designing accountability mechanisms for other technological systems today.

Making the Unaccountable Internet: The Changing Meaning of Accounting in the Early ARPANET

This note addresses the problem of implementing a reliable out-of-band signal for use in a host-to-host protocol. It is motivated by the fact that such a satisfactory mechanism does not exist in the Transmission Control Protocol (TCP) of Cerf et. al. [reference 4, 6] In addition to discussing some requirements for such an out-of-band signal (interrupts) and the implications for the implementation of the requirements, a discussion of the problem for the TCP case will be presented.
