Recent technological developments affect daily life as much as they affect the industries. As part of these developments, automation and smart systems are important part of everyday life. Smart card systems are one of the well-known types of smart automation technology being used by the majority of the population in public transportation in most developed countries. Even though automated fare payment systems have been widely integrated into public transportation in developed countries, integration of smart card systems is still under consideration in most developing countries. The aim of this study is to propose a framework to evaluate different smart card systems to determine the best one and additionally validate their benefits when compared with the traditional fare payment system. For this purpose, an integrated multi-criteria decision making (MCDM) framework is used that combines two recent and popular methodologies together. The proposed methodology employs Stepwise Weight Assessment Ratio Analysis (SWARA) method for determination of criteria weights in the decision model and the Weighted Additive Sum Product Assessment (WASPAS) method for comparison of alternatives. Research results revealed that all smart card systems show improvements under performance, reliability, and user satisfaction related criteria. However, traditional fare payment systems are found to be safer under consideration of personal data protection. Findings of this study can be used to select the best smart card system and as a guide for deciding on areas of improvement during the implementation phase to ensure higher user satisfaction.

Smart Card Data Mining and Inference for Transit System Optimization and Performance Improvement

Traditionally, transit systems managed their assets on an as-needed basis, but the urgency of overcoming deferred maintenance in the 1980s brought about an interest in capital programming to systematize the modernization of the physical plant better. Since the early 21st century, efforts to plan for capital maintenance needs have taken the form of the more ongoing process of asset management. Responding to several critical needs in the transit infrastructure of the Chicago, Illinois, area since the late 1980s, the Regional Transportation Authority (RTA) commissioned an asset condition assessment for transit in northeastern Illinois. The resulting study, released in 2010, is an industry leader in taking stock of an entire region's transit capital assets. Asset Condition Assessment at Regional Transportation Authority in Chicago, Illinois

Transit authorities have generally been slow to embrace performance measures, but acceptance is growing of the need to track performance in an effort to deliver more efficient and effective service, as well as demonstrate a higher level of transparency. In 2009, Chicago’s Regional Transportation Authority (RTA) officially implemented a set of regional performance measures for the Chicago Transit Authority, commuter railroad Metra, and suburban bus and regional paratransit provider Pace. Using the National Transit Database wherever possible, various operating and financial measures are being monitored for Chicago’s three transit operators taken together, and for Chicago’s regional transit system compared to systems in nine peer metropolitan areas. Results for some of the more important indicators are being posted on the RTA’s web site. The process of monitoring performance measures is an ongoing, evolving, multi-year effort to implement an overall performance management system. The RTA’s desire to measure, monitor and improve performance as part of its oversight responsibility and as part of the requirements of a legislative mandate for greater transparency must be balanced with the individual operating agencies’ concerns regarding the representation and interpretation of performance data.
