This paper gives the 2010 self-consistent set of values of the basic constants and conversion factors of physics and chemistry recommended by the Committee on Data for Science and Technology (CODATA) for international use. The 2010 adjustment takes into account the data considered in the 2006 adjustment as well as the data that became available from 1 January 2007, after the closing date of that adjustment, until 31 December 2010, the closing date of the new adjustment. Further, it describes in detail the adjustment of the values of the constants, including the selection of the final set of input data based on the results of least-squares analyses. The 2010 set replaces the previously recommended 2006 CODATA set and may also be found on the World Wide Web at physics.nist.gov/constants.

The results of two series of measurements with the ETF-84 voltage balance carried out in 1987 and 1988, using the classical method of weighting, were previously presented by the authors (1988) with the proviso that some systematic errors had not been accounted for. Detailed analyses of these errors are not in progress, as are numerous experiments to determine the possible corrections and to estimate their uncertainties. A method for measuring the capacitive current when moving the high-voltage electrodes with a constant speed is established. Progress in measurements with the ETF voltage balance

We have measured both the 0.01 Hz (quasi-dc) and 1.0 kHz values of a 20 pF room-temperature air-gap capacitor as a function of the environment. Its dependence on pressure and temperature is found to be small, in contrast to a significant effect of relative humidity. Moreover, this humidity dependence greatly differs for the two measurement frequencies, both in sign and magnitude. This indicates that the surface layers of adsorbed water have a significant effect on the frequency dependence of the capacitance value of air-gap capacitors.

A method is proposed for measurement of the acceleration of gravity based on the fact that, for a fixed vertical position, the frequency of small mechanical vertical oscillations of a superconducting levitated body placed in a nonuniform magnetic field is independent of the levitated mass. Particular features of the method and measurements at an uncertainty level of a few parts in 109 are discussed.

A method by which air capacitor electrodes are charged with a DC voltage and then quickly discharged is described. Immediately afterwards, a very sensitive Coulombmeter is switched on to measure the additional discharging of thin dielectric films on the electrodes. The method makes possible the measurement of effects having a time constant of several milliseconds to several thousand seconds, and also enables the frequency dependence of the capacitance to be determined, even for time constants below 1 ms. >
