As recently reported, European mistletoe has become an important agent of damage to forest trees in Central Europe. To document the extent of its impact, host and environmental preferences, as well as spatial and temporal dynamics, we have analyzed the results of 10 years of annual assessments of tree damage in level 1 plots of country-wide national forest monitoring. Mistletoe was found on 12 forest tree species, most frequently on silver fir and Scots pine, much less often on birches and deciduous admixture species. Common beech, pedunculate, and sessile oaks, as well as coniferous admixture species, were found to be free from the parasite. Mistletoe was more common on larger trees, mainly those in the 1st and 2nd Kraft classes, characterized by a higher DBH value than trees without V. album. Infestation was also age-dependent with low numbers of infested trees in young age classes and a much higher proportion of infested trees being over 80–100 years in age. Defoliation of trees colonized by mistletoe was found to be significantly higher than in trees free from the parasite, confirming the adverse effect of infestation on tree health. The increase of relative incidence of tree infestation by mistletoe in forests in Poland was high throughout the entire period 2008–2018 and significant for the most threatened host species: silver fir, Scots pine, and birches. It was also found that spread direction was from west to east and that the occurrence of V. album shows clear regionalization. The most endangered forests were located within a 200 km wide zone ranging through lowland Central Poland from the border with Germany down to the border with Ukraine and Belarus. The highest concentration occurred in the Western part of the country. Outside this zone (to the north and south) the mistletoe was much less abundant as expressed by the amount of injuries caused by the parasite or infested trees per plot.

Occurrence of European Mistletoe (Viscum album L.) on Forest Trees in Poland and Its Dynamics of Spread in the Period 2008–2018

Certification provides a way to demonstrate the positive impacts of sustainable forest management (SFM) on ecosystem services. Ecosystem services provide society with a wide range of benefits, from clean water and carbon sequestration to the production of wood and non-wood products. This study evaluates forest owners’ and managers’ perceptions of forest certification as a tool to support SFM and forest ecosystem services in Slovakia. The questionnaire survey focused on the understanding of the concept of SFM, the objectives of forest certification schemes, and especially on the examination of the perceptions of 288 PEFC- and FSC-certified forest owners and managers on how forest certification helps to support individual ecosystem services. Among the important factors influencing the level of understanding of forest certification and its role in ensuring forest ecosystem services is the size of the managed forest area and the implemented certification scheme. The results of this study indicate that forest certification is positively perceived as a supporting tool for ecosystem services, and certified forest owners are sufficiently aware of the objectives of SFM. Regardless of the size of the managed forest area and the type of the implemented certification scheme, forest certification is mainly perceived as a tool which improves the company image and represents a commitment to environmental responsibility while promoting SFM. Certified companies managing large forest areas see the role of certification as being more significant in ensuring selected ecosystem services, in particular, the provision of woody biomass and water. However, in general, forest certification is mainly perceived as a supporting tool for the ecosystem services related to the control of erosion, soil formation, and natural composition, as well as the function of species and ecosystem diversity, followed by the provision of aesthetic, scientific, and educational values.

Assessment of Forest Certification as a Tool to Support Forest Ecosystem Services

Bud burst and flowering phenology have been observed in year 2008 in a natural white oak species complex situated in eastern Romania. A total of 300 mature individuals was mapped and identified based on leaf morphology. The community consists of four oak species: Quercus pedunculiflora, Q. robur, Q. pubescens and Q. petraea. A set of 28 individuals could not be unambiguously classified to one or another species. Data on bud burst showed a normal distribution and the differences among species were small. The "very late" flushing was recorded on 15th of April, three weeks later when compared to early flushing individuals. The time period between the bud burst and the complete development of leaves was nearly the same in all oak species, varying on average, between 18.4 and 20.6 days. The spatial distribution of phenological groups within the complex appears to be non-randomly, because in many parts of the study plot exist groups in which most of the trees belong to the same phenological category. Our results indicate an overlap in flowering time for all oak species which occur in the area. The data support the hypothesis that interspecific gene flow is possible between closely related oak species.

Bud burst and flowering phenology in a mixed oak forest from Eastern Romania

The purposes of the report are to analyze the current situation and areas for improvement in the capacity of implementing National Climate Change Strategy and provide recommendations on institutional capacity building. After the introduction chapter, the current situation as well as the CC commitments that Romania has undertaken are presented in chapter two. Chapter three provides the possible good practices that could provide inspiration for further reform. A contrast of the commitments with the current capacity and the available good practices has been substantiated in the analyses of capacity gaps that need to be addressed in chapter four. The next chapter provides the avenues for breaching those gaps and sustainably building CC capacity in order to ensure the smooth implementation of the Strategy. Project management and financing is treated separately in chapter six since it has been an issue of particular concern and difficulty for the GoR. Finally, chapter seven sets out the basic elements of a public engagement campaign that will be essential for making CC a national issue present in the awareness of the public authorities, civil society and general public alike. A comprehensive list of the proposed measures and their time horizons can be found in annex one.

The purpose of this study was to assess the most frequent non-conformities identified in different European countries in the processes of forest management certification according to FSC standards. A total of 31 active certificates from five countries (Bosnia and Herzegovina, Estonia, Romania, Slovenia and the United Kingdom) were analysed, including all active certificates (as of 1st of June 2014) from three countries along with a sample of 13 FSC certificates issued in the UK and one certificate covering 95% of the certified forest area in Slovenia. 253 non-conformities in relation to FSC standard requirements were identified as formulated by the audit teams and the most frequently identified non-conformities in the certification process were those related to Principle 6 - Environmental impact (34%), Principle 4 - Community relations and worker’s rights (17%) and Principle 8 - Monitoring and Assessment (13%). A slight positive correlation was noticed between the FSC certified area and the total number of non-conformities, with a closer link in the case of Principle 9 - Maintenance of high conservation value forests, and Principle 4. The non-conformities related to Principles 4, 6 and 9 appeared to be significantly influenced in occurrence by country development; less often in the UK compared with the other four countries.
