Safety and security are two important features of urban drinking-water distribution systems (UDWDS), worldwide, that are often compromised by a suite of physical, hydraulic, and chemical factors adversely impacting quality of potable water reaching consumer taps. Growth of scales and biofilm conglomerates (SBC) coupled with sorption of water chemicals and planktonic microorganisms by SBC has been increasingly recognized as underestimated contaminant sources in aging pipe networks of UDWDS. The main objective of this study was to provide an updated review of factors and processes associated with the increasing frequency of deteriorated finished water quality incidences as a result of SBC effects in UDWDS. Phosphate is commonly added to drinking water to inhibit lead release from lead service lines and lead-containing materials in premise plumbing. Phosphate addition promotes the formation of lead phosphate particles, and their aggregation behaviors may affect their transport in pipes. Here, lead phosphate formation and aggregation were studied under varied aqueous conditions typical of water supply systems. Under high aqueous PO4/Pb molar ratios (>1), phosphate adsorption made the particles more negatively charged. Therefore, enhanced stability of lead phosphate particles was observed, suggesting that although addition of excess phosphate can lower the dissolved lead concentrations in tap water, it may increase concentrations of particulate lead. Adsorption of divalent cations (Ca2+ and Mg2+) onto lead phosphate particles neutralized their negative surface charges and promoted their aggregation at pH 7, indicating that phosphate addition for lead immobilization may be more efficient in harder waters. Effect of water chemistry on the dissolution rate of the lead corrosion product hydrocerussite.

Higher prior exposure to water-borne lead among male World War Two U.S. Army enlistees was associated with lower intelligence test scores. Exposure was proxied by urban residence and the water pH levels of the cities where enlistees lived in 1930. Army General Classification Test scores were six points lower (nearly 1/3 standard deviation) where pH was 6 (so the water lead concentration for a given amount of lead piping was higher) than where pH was 7 (so the concentration was lower). This difference rose with time exposed. At this time, the dangers of exposure to lead in water were not widely known and lead was ubiquitous in water systems, so these results are not likely the effect of individuals selecting into locations with different levels of exposure.

Cognitive disparities, lead plumbing, and water chemistry: prior exposure to water-borne lead and intelligence test scores among World War Two U.S. Army enlistees.

Reactions of representative lead (II) solid phases (hydrocerussite, cerussite) with chlorine were examined in this study. Chlorine consumption profiles for these solids exhibited a lag phase, during which little consumption of chlorine occurred, and an ensuing rapid reaction phase. The durations of these phases were affected by the pH, carbonate, and chlorine concentrations. SEM and XRD data showed that hydrocerussite started to be transformed into cerussite during the lag phase. Kinetic analysis indicated that only the protonated form of HClO drives the autocatalytic oxidation step, which is mediated by dispersed PbO2 crystals. The rate of the noncatalytic oxidation decreased with the increase of carbonate due to the formation of unreactive surface carbonate Pb(II) complexes.
