An error comparing part 500 reads out the data stored in the 1st area of the memory 200 at first, compares the image data of the current frame with that of the immediately preceding frame to find out a block having a minimum error and then reads out the data stored in the 1st and 2nd areas of the memory 200 about image data arranged in the vicinity of the block minimizing its error to find out the block minimizing its error.

PURPOSE: To reduce the quantity of operation by searching the vectors of an interpolating frame by using an initial value calculated from a moving vector obtained at the time of processing an inter-frame coding frame. CONSTITUTION: A vector memory 13 stores a moving vector MV obtained at the time of finding out an inter-frame coding frame and initial vector calculating parts 14-1, 14-2 respectively calculate the initial values of the vectors VF 1 , VF 2 , VB 1 , VB 2 of the interpolating frame from the moving vector MV stored in the memory 13. In a moving area, the vectors of the interpolating frame are searched by using the initial values calculated from the moving vector MV obtained at the time of processing the inter-frame coding frame, and in a static area, the matching operation of an inter-frame same position is executed and moving vector candidates also for the inter-frame same position are searched. PURPOSE: To attain highly efficient prediction with higher accuracy by providing a 1st prediction coding means using a preceding pattern of an original picture as a reference pattern to apply prediction coding to a current pattern, a 2nd prediction coding means using a succeeding pattern of the original picture as a reference pattern to apply prediction coding to a current pattern, and a selection means selecting one of outputs of the above 1st and 2nd prediction coding means. CONSTITUTION: A 1st prediction coding means 101 uses a preceding pattern (t-1) as a reference pattern to apply prediction coding to a current pattern (t) on the condition of using an original picture for the reference pattern and a 2nd prediction coding means 102 uses a succeeding pattern (t+1) as a reference pattern to apply prediction coding to the current pattern (t). A selection means 103 selects and outputs with an excellent prediction efficiency or the like in output signals of the 1st and 2nd prediction coding means 101, 102 according to a prescribed evaluation function. Moreover, a sure prediction processing is implemented in response to the property of each part such as a still part or a moving part of a moving picture by selecting properly the block size as the processing unit and the prediction system. PURPOSE: To reduce the processing volume of a discrete cosine transformation by judging whether it is a valid block or an invalid block before executing a discrete cosine transforming process, and omitting the discrete cosine transforming process when judged to be the invalid block. CONSTITUTION: A predictive error signal is inputted into a judging part 19, and a judgement whether the valid block or the invalid block is executed before the discrete cosine transforming process in a discrete cosine transformer 12. And when a judging signal shows the invalid block, a various length coder 20 and a selector 21 are controlled and an encoding output signal showing the invalid block is outputted. And it is controlled so that a process in respect of the invalid judging block in the discrete cosine transformer 12, a quantizer 13, an inverse quantizer 14, and an inverse discrete cosine transformer 15 is not executed. Therefore, when encoding an inputting image signal applying the discrete cosine transformation, it is possible to reduce information volume in the case of a picture with a little movement as well as to reduce the processing volume. CONSTITUTION:At first matching calculation by using L1 picture elements (<L) subject to picture element interleaving for N-blocks is implemented in the method N sets of blocks of a required size each comprising plural (L) picture elements are retrieved to detect an optimum moving vector among them in the movement compensation prediction of a picture signal, and M(<L) sets of blocks are selected from smaller matching arithmetic values, matching arithmetic operation by L2(L1<L2<=L) sets of picture elements is implemented as to M sets of blocks and a minimum matching arithmetic value is obtained among them and an optimum moving vector is detected from the minimum matching arithmetic value.
