How have changes in media affected our everyday experience, behavior, and sense of identity? Such questions have generated endless arguments and speculations, but no thinker has addressed the issue with such force and originality as Joshua Meyrowitz in No Sense of Place. Advancing a daring and sophisticated theory, Meyrowitz shows how television and other electronic media have created new social situations that are no longer shaped by where we are or who is "with" us. While other media experts have limited the debate to message content, Meyrowitz focuses on the ways in which changes in media rearrange "who knows what about whom" and "who knows what compared to whom," making it impossible for us to behave with each other in traditional ways. No Sense of Place explains how the electronic landscape has encouraged the development of: -More adultlike children and more childlike adults; -More career-oriented women and more family-oriented men; and -Leaders who try to act more like the "person next door" and real neighbors who want to have a greater say in local, national, and international affairs. The dramatic changes fostered by electronic media, notes Meyrowitz, are neither entirely good nor entirely bad. In some ways, we are returning to older, pre-literate forms of social behavior, becoming "hunters and gatherers of an information age." In other ways, we are rushing forward into a new social world. New media have helped to liberate many people from restrictive, place-defined roles, but the resulting heightened expectations have also led to new social tensions and frustrations. Once taken-for-granted behaviors are now subject to constant debate and negotiation. The book richly explicates the quadruple pun in its title: Changes in media transform how we sense information and how we make sense of our physical and social places in the world.

Measuring the Knowledge-Based

Online issue mapping uses interactive network or topic maps to relate information sources to each other and to their respective uses of key terms. This strategy prioritizes the ability of visualization systems to show complex data that change over time. Our research applies combinations of software in a cross-disciplinary technique well suited to the information dynamics of the modern world. In an attempt to combine network maps over time, turning them from snapshots to a chronologically sensitive visualization system, we have undertaken two projects:

1. Mapping of the North Korean English Language New Media Space, available for free through Google News. The North Korean mapping project is part of an effort to study conflict through new media.

2. Mapping of the Information Design Research Community, as it is presented in new media. This second project has examined information design, using network maps over time and textual analysis software to understand the information design and visualization research community as it is presented in new media.

Our research is part of new developments in network mapping that aim to elucidate the operations of academic and professional institutions and organizations, blogs, news media, and the public diplomacy of states. Our mapping is dynamic in two senses: each map is a snapshot of content that is constantly changing, and the SVG or cluster map representations of the maps are interactive, allowing readers to actively study the visualizations by zooming, selecting elements for further information, and following links.

Organized knowledge production can then be considered as the codification of communication. Communications leave traces that can be studied as indicators. Institutions can be considered as retention mechanisms functional for the reproduction of ever more complex, that is, scientific and knowledge-based, communications. The focus on communication enables us to operationalize the research questions in terms of indicators by using the mathematical theory of communication. The combination of two theories with a very different status--i.e., a combination of theory and methods--enables us to update and inform empirical hypotheses about how the knowledge base transforms the institutional relations of an increasingly knowledge-based society. Policy implications are specified.

Measuring the Knowledge Base: A Program of Innovation Studies

This paper gives an overview on the results of a broad research project on the theme information and communication technologies (ICT) in science and research (project "Cyberscience"). Following an introductory presentation of the diffusion of Internet applications in the various academic disciplines, the article discusses on specific aspects of the digitisation of research communication. Among them are role and functional changes and questions of access that are underdiscussed in technology studies so far and that have been not much discussed as regards the sciences. In addition, a number of further themes are outlined, in particular copyright issues and economic questions (decommodification of academic publishing), as well as technical and organisational questions such as archiving and quality control for Internet publications. This amounts to the general conclusion of a system in profound change. In the concluding chapter, these questions are discussed with a view to develop options and necessities for action in Austrian research policy.
