Abstract: Politicians are motivated primarily by the desire to avoid blame for unpopular actions rather than by seeking to claim credit for popular ones. This results from voters' ‘negativity bias’: their tendency to be more sensitive to real or potential losses than they are to gains. Incentives to avoid blame lead politicians to adopt a distinctive set of political strategies, including agenda limitation, scapegoating, ‘passing the buck’ and defection (‘jumping on the bandwagon’) that are different than those they would follow if they were primarily interested in pursuing good policy or maximizing credit-claiming opportunities. These strategies in turn lead to important policy effects, including a surrender of discretion even when it offers important credit-claiming opportunities.

Serano shares her experiences and observations both pre- and post-transition to reveal the ways in which fear, suspicion, and dismissiveness toward femininity shape our societal attitudes toward trans women, as well as gender and sexuality as a whole. Serano's well-honed arguments stem from her ability to bridge the gap between the often-disparate biological and social perspectives on gender. She exposes how deep-rooted the cultural belief is that femininity is frivolous, weak, and passive, and how this "feminine" weakness exists only to attract and appease male desire. Defensive behaviors are argued to: (1) avoid action, via over-conforming, passing the buck, playing dumb, depersonalizing, smoothing and stretching, and stalling, (2) avoid blame via buffing, playing safe, justifying, scapegoating, misrepresenting, and escalating commitment, and (3) avoid change via resisting change and protecting turf. Organizational antecedents of defensiveness include bureaucratic rationality and various stressors, and individual antecedents include insecurity and anxiety, emotional exhaustion, work alienation, self-monitoring, and low self-efficacy. The effects of defensiveness on the individual, recipients, and organization are discussed, and directions for future research are presented.
