Abstract: The frame problem is, arguably, the central theoretical problem in classical planning. In this paper, we present an idealized model of case-based planning that includes essential aspects shared by most case-based planning systems. Using this model, which is reasonably formal and quite simple, we show how case-based planning techniques are affected by some traditional problems facing classical planners, specifically the ramification and qualification problems. Under certain assumptions, the ramification problem is largely eliminated, while the qualification problem can take on added complexity.
