Abstract: Abstract The essential starting-point for the diplomatic origins of the First World War is the Great-Power realignment of 1904--7. Britain reached ententes, or under-· standings, with France and Russia, and although these began as efforts to liquidate extra-European disputes, they led on to habitual consultation and co-operation. The ‘encirclement’ of which the German leaders now began to speak was neither so rigid nor so thrfatening as they supposed, but their near isolation among the Powers, and their inability to break out of isolation by peaceful means, marked a fundamental change. The first Moroccan crisis, in 1905-6, was more a milestone in diplomacy than in defence policies, and in the period covered by this chapter land armaments remained in approximate equilibrium. By the end .of it, none the less, there was evidence that a much more dangerous situation was coming into being.

In particular it further enumerates the milestone conditions that need to be covered when interacting in Category IV, attempting to achieve breakthrough-learning results.

Abstract: Abstract Traditionally, the development of high technology spacecraft for the U.S. Government has been a relatively long duration, high cost activity. A step by step serial process from concept development through manufacturing and test was carefully followed with voluminous documentation, rigorous reviews at each major milestone, and a thorough test and independent quality check of each component and assembly produced. This process has evolved over many years because successful first time operation is so critical. With spacecraft, there is no second chance after a failure. Before the relatively recent emergence of a commercial spacecraft market, the only customers were the U.S. Government (DoD and NASA) who indirectly controlled the development process to insure that technical performance has always been the top priority with cost and schedule significantly lower in importance.

Abstract: Abstract Over the ten years ending in June 1991, some 179,694 persons in the United States were diagnosed as having Acquired Immune Deficiency Syndrome. Of that number of total reported cases, 41,179—or roughly 23 percent—occurred in males of African descent, although black males accounted for less than 6 percent of the total U.S. population. It is common enough knowledge that black men constitute a disproportionate number of persons with AIDS in this country—common in the sense that, whenever the AIDS epidemic achieves a new statistical milestone (as it did in the winter of 1991, when the number of AIDS-related deaths in the United States reached 100,000), the major media generally provide a demographic breakdown of the figures. And yet, somehow the enormity of the morbidity and mortality rates for black men (like that of the rates for gay men of whatever racial identity) doesn’t seem to register in the national consciousness as a cause for great concern.

Abstract: Abstract For the last five years we’ve been keeping track of Category IV activities and, in particular, the conditions under which people achieve breakthrough results. We’ve observed people at work and analyzed their conversations. We’ve interviewed people who we heard had broken through self-limiting orientations that, for years, they had resisted changing. And we’ve conducted research in which we’ve asked people to anonymously fill out questionnaires in which we ask them to describe a “breakthrough lesson” and the circumstances that were present when it occurred in search of “milestone” conditions. Describing these milestone conditions required for break through learning and specifying how you can mobilize them are the topics of this and the next three chapters.
