Abstract: This chapter introduces the concept of the “Intelligence Base,” developed in a study on the information requirement of the management of an (military) organization. The purpose of the study was to conceive, for each level of an organization, an appropriate Decision Support System (DSS) and/or Knowledge and Information System. All systems would eventually have been integrated in an overall Enterprise Architecture (EA). By discussing the OODA-cycle of John Boyd and the Naturalistic Decision Making (NDM) the authors show that the concept of Intelligence Base can be a DSS for very demanding environments. Related topics are knowledge, culture, and real options (business example). The proposed framework is based on Service-Oriented Architecture (SOA) and Cloud Computing, which will determine the configuration of the Information Technology (IT) systems.

Abstract: The development of an intelligence l i t e r a t u r e a n d t h e p a r a l l e l development of intelligence as an academic discipline present several challenges, one of which is the fact that most of the public and almost no students have any experience with intelligence beyond news stories and the popular, fictional culture. My recent experience with the movie version of Tinker, Tailor, Soldier, Spy supports this. Viewers with an intelligence background, or even those who had read the book or seen the six-hour BBC version seemed, in the main, to both enjoy and follow the severely compressed movie. Those viewers who lacked such background seem to have had a great deal of difficulty with the plot and its development. A c h a l l e n g e o f e q u i v a l e n t s i g n i f i c an c e , c e r t a i n l y i n t h e classroom setting, is providing an understanding of how intelligence functions in the overall context of nat ional securi ty planning and operations.
