Abstract: The Pratt & Whitney F119 powered Lockheed Martin F22 Aircraft incorporates the first new centerline USAF fighter engine design in over 25 years. This paper examines the development of this advanced technology system and the management approach executed for the Engineering and Manufacturing Development (EMD) Program. The key elements in achieving the F119-PW100 engine design -a disciplined engineering process, proactive management techniques and comprehensive management toolset utilized throughout EMD -are examined from the Contract Award Decision to the Low Rate Initial Production go-ahead. These techniques have produced a more advanced and reliable propulsion system at system introduction to the warfighter than previously seen in history. INTRODUCTION AND SUMMARY In 1981 the Air Force created an initiative for an Advanced Tactical Fighter (ATF) when the USAF Aeronautical Systems Division, or ASD, released to industry a request for information for ATF concepts. Since that inquiry for information the world has changed dramatically. The cold war is over, the USAF has reorganized (ASD has become the Aeronautical Systems Center (ASC) at Wright-Patterson AFB) and the ASD request for information on an ATF concept (Figure 1) has fully evolved into the F-22 Air Superiority fighter, powered by the F119 engine. Through this period, dramatic improvements were pioneered in the application of propulsion technologies, management practices and systems engineering that successfully supported the progress from an information request in 1981 to initial production contracts in 2001. The F119 program evolved from concept selection studies through the demonstration of key new technologies in the XF119 program demonstrator program between 1983 and 1986. This led into a YF-22/YF-23 ATF system prototype competition from 1986 to 1990 where both airplanes were flown with competing YF119 P&W and YF120 GE engines. In 1991 Engineering & Manufacturing Development (EMD) contracts were awarded to Lockheed Martin and P&W for the F-22 powered by the F119 engine. . Figure 1. All rights reserved. 2 This paper explores the F119 program experience in the management integration between P&W and the F-22 propulsion SPO in the planning and execution of EMD. Today, at base introduction, the engine demonstrates a level of compliance with performance, reliability, durability and maintenance requirements that is unprecedented in any previous system. This capability has been achieved through a data based management approach where the lowest part level requirement is defined relative to the propulsion system level requirements and performance specification. Once established, conformance to requirements was planned and executed through development and verification using Integrated Program Deployment (IPD) practices employing the principles of systems engineering. To satisfy the F119 EMD requirements, a management tool set was established at the beginning of the program that integrated program requirements with the product requirements. A management approach was adopted that involved the essential business functions (program office, engineering, logistics, quality, finance and contracting) into a common program team architecture and management process. The management tool set for the propulsion technical requirements consists of: The statement of work (SOW) organized using the work breakdown structure (WBS) as the outline An integrated level 1 master schedule that contained key F-22 program milestones as well as F119 milestones and delivery requirements An integrated master plan (IMP), organized by product element (engine, support system and training system) and containing exit criteria for the successful completion of all requirements traceable to the SOW paragraph containing the requirement An integrated master schedule (IMS) containing measurable milestones for the start and completion of tasks needed to satisfy the IMP. Unique milestones existed for each WBS level. A Propulsion and Power Systems Integrity Program (PPSIP) along with a Software Development Integrity Management Plan (SDIMP) that established the “how to” planning for accomplishment of propulsion system technical requirements. Earned Value Management System (EVMS) criteria for development of the baseline plan, in process measurement of progress and supporting “what if” analysis of program decisions. Once the program architecture was established and management practices were aligned with the systems engineering principles used successfully in previous propulsion systems, the risk of overlooking a technical requirement, inadequately addressing a requirement or not effectively communicating program issues, risks and mitigation plans was greatly reduced. EVOLUTIONARY DEVELOPMENT PROCESS REDUCED THE RISK TO THIS TECHNICALLY ADVANCED PROPULSION SYSTEM The Advanced Tactical Fighter Engine (ATFE) Program went through an evolutionary development process which included study, demonstrator, prototype and engineering manufacturing development (EMD) phases in deriving a mature engine design configuration for production. The development process, initiated through ground and flight demonstration phases, drove maturity into the product at introduction. The demonstrator program was defined to fully integrate with future fullscale development, and its design considered total weapon systems requirements at the beginning. The engine program was planned in harmony with the aircraft weapon systems development. Requirement definition studies (Figure 2), led by the USAF acquisition community, included intense involvement with the contractors and the warfighters. Abstract: Upon gaining independence from the British colonial occupation in 1957, Malaysia believes that education is instrumental to the development of the nation’s economy. Thus, educational development in Malaysia is based upon increasing access to education, increasing equity in education, increasing quality in education and improving efficiency and effectiveness of education management. Secondly, the development of education in Malaysia reflects the multifaceted role it assumes in creating a progressive and united Malaysian society towards enhancing the quality of the lives of our children and generations to come. Hence, no one should be excluded from the mainstream of development. At the same time, the mindsets, cultures and values which the people and social institutions are imbued with need to be strengthened in line with the nation’s aspirations to progress in its own mould. In implementing these goals, the MOE (Ministry of Education) has formulated the Education Development Master Plan (EDMP) 2006-2010 as a comprehensive and integrated master plan for education development under 9th Malaysia Plan (9MP). EDMP was developed in line with the national development plans and policies by taking into account the Third Outline Perspective Plan, Five Year Malaysia Plans, the framework laid out in the National Mission, the National Integrity Plan and others including national education development plans and policies. The plan is aimed at «Pioneering Change: A National Mission» and put forward the policies the policies, goals, strategies, priorities, actions plans, key performance indicators, time-lines and budget for education development.

Abstract: The Advanced Tactical Fighter (ATF) Engineering and Manufacturing Development (EMD) Request For Proposals called for several dramatic changes in the acquisition process along the guidelines proposed by the Packard Commission. The ATF EMD Program was to truly be an event-based program, as opposed to being driven predominantly by a schedule produced before the proposals were submitted. How can a major aircraft EMD program be managed apart from a schedule? Of course, it cannot. For the F-22 EMD Program, an Integrated Master Plan (IMP) was developed, defining all essential tasks in a hierarchial and Integrated Product Team format. The IMP describes the Events, Significant Accomplishments, and Accomplishment Criteria to be completed to the satisfaction of the SPO/Contractor team throughout the nine year EMD Program. The IMP indicates which Work Breakdown Structure element is primarily tasked with each Accomplishment Criteria, the multiple Accomplishment Criteria under a specific Significant Accomplishment, and the multiple Significant Accomplishments necessary to successfully demonstrate satisfactory Event closure. The IMP is a contractual document, without calendar dates. An associated Integrated Master Schedule expands the contractual IMP by adding an expected schedule to every Event, Significant Accomplishment, and Accomplishment Criteria. The IMS also adds sub-criteria Tasks to some Accomplishment Criteria. In the early stages of the EMD Program, the IMP has already demonstrated its value by instilling a discipline to the concurrent engineering nature of the F-22 Program that might otherwise have been very difficult to achieve.

Abstract: It is the legitimate authority of states to prepare and implement development plans. In the democratic society, preparation and implementation of development plans necessarily imply consultations and consent of the local communities affected by the development plan. Such plans should not be unilaterally prepared and coercively imposed on local communities. Any imposed development plan is incompatible with fundamental human rights and freedoms. Thus, the article aims at identifying whether or not the so-called ‘Addis Ababa Integrated Master Plan’ is a true and elaborate development plan. A real development plan ensures that the intended development project does not result in destruction of the livelihoods and cultural integrity of the local communities living in the project area. The author also considers possible explanations for the Ethiopian Government’s refusal to listen to the continuous protests of the Oromo people against the ‘Addis Ababa Integrated Master Plan’. In the particular context of regional development aiming at the hidden ethnic cleansing, the intent to destroy a certain group’s cultural identity cannot be declared openly by the government but it can be seen in the relevant long-term policies, governmental patterns of actions and facts of everyday life. The article examines from the historical perspective the long-term successive Ethiopian governments’ policies and relevant facts to reveal the state’s intent to destroy the Oromo identity in Addis Ababa and its suburbs. If the Oromo are evicted from the ancestral land their economic life, social networks, language, cultural traditions and norms will be destroyed, and the Oromo in the area of the ‘Addis Ababa Integrated Master Plan’ will eventually disappear as a cultural group with a distinct ethnic identity.

Abstract: Previous articles in CrossTalk and the Journal of Software Technol- ogy provided practical guidance to improve the quality of Earned Value Manage- ment (EVM) information (1, 2, 3, 4). This update recommends contract language and project monitoring techniques to ensure that contractors integrate technical performance, including software functionality, with EVM. The key enablers are the Integrated Master Plan (IMP) and linkage to Systems Engineering (SE) work products and best practices.
