Abstract: Upon gaining independence from the British colonial occupation in 1957, Malaysia believes that education is instrumental to the development of the nation’s economy. Thus, educational development in Malaysia is based upon increasing access to education, increasing equity in education, increasing quality in education and improving efficiency and effectiveness of education management. Secondly, the development of education in Malaysia reflects the multifaceted role it assumes in creating a progressive and united Malaysian society towards enhancing the quality of the lives of our children and generations to come. Hence, no one should be excluded from the mainstream of development. At the same time, the mindsets, cultures and values which the people and social institutions are imbued with need to be strengthened in line with the nation’s aspirations to progress in its own mould. In implementing these goals, the MOE (Ministry of Education) has formulated the Education Development Master Plan (EDMP) 2006-2010 as a comprehensive and integrated master plan for education development under 9th Malaysia Plan (9MP). EDMP was developed in line with the national development plans and policies by taking into account the Third Outline Perspective Plan, Five Year Malaysia Plans, the framework laid out in the National Mission, the National Integrity Plan and others including national education development plans and policies. The plan is aimed at «Pioneering Change: A National Mission» and put forward the policies the policies, goals, strategies, priorities, actions plans, key performance indicators, time-lines and budget for education development.

Abstract: The Advanced Tactical Fighter (ATF) Engineering and Manufacturing Development (EMD) Request For Proposals called for several dramatic changes in the acquisition process along the guidelines proposed by the Packard Commission. The ATF EMD Program was to truly be an event-based program, as opposed to being driven predominantly by a schedule produced before the proposals were submitted. How can a major aircraft EMD program be managed apart from a schedule? Of course, it cannot. For the F-22 EMD Program, an Integrated Master Plan (IMP) was developed, defining all essential tasks in a hierarchial and Integrated Product Team format. The IMP describes the Events, Significant Accomplishments, and Accomplishment Criteria to be completed to the satisfaction of the SPO/Contractor team throughout the nine year EMD Program. The IMP indicates which Work Breakdown Structure element is primarily tasked with each Accomplishment Criteria, the multiple Accomplishment Criteria under a specific Significant Accomplishment, and the multiple Significant Accomplishments necessary to successfully demonstrate satisfactory Event closure. The IMP is a contractual document, without calendar dates. An associated Integrated Master Schedule expands the contractual IMP by adding an expected schedule to every Event, Significant Accomplishment, and Accomplishment Criteria. The IMS also adds sub-criteria Tasks to some Accomplishment Criteria. In the early stages of the EMD Program, the IMP has already demonstrated its value by instilling a discipline to the concurrent engineering nature of the F-22 Program that might otherwise have been very difficult to achieve.

Abstract: It is the legitimate authority of states to prepare and implement development plans. In the democratic society, preparation and implementation of development plans necessarily imply consultations and consent of the local communities affected by the development plan. Such plans should not be unilaterally prepared and coercively imposed on local communities. Any imposed development plan is incompatible with fundamental human rights and freedoms. Thus, the article aims at identifying whether or not the so-called ‘Addis Ababa Integrated Master Plan’ is a true and elaborate development plan. A real development plan ensures that the intended development project does not result in destruction of the livelihoods and cultural integrity of the local communities living in the project area. The author also considers possible explanations for the Ethiopian Government’s refusal to listen to the continuous protests of the Oromo people against the ‘Addis Ababa Integrated Master Plan’. In the particular context of regional development aiming at the hidden ethnic cleansing, the intent to destroy a certain group’s cultural identity cannot be declared openly by the government but it can be seen in the relevant long-term policies, governmental patterns of actions and facts of everyday life. The article examines from the historical perspective the long-term successive Ethiopian governments’ policies and relevant facts to reveal the state’s intent to destroy the Oromo identity in Addis Ababa and its suburbs. If the Oromo are evicted from the ancestral land their economic life, social networks, language, cultural traditions and norms will be destroyed, and the Oromo in the area of the ‘Addis Ababa Integrated Master Plan’ will eventually disappear as a cultural group with a distinct ethnic identity.

Abstract: Previous articles in CrossTalk and the Journal of Software Technol- ogy provided practical guidance to improve the quality of Earned Value Manage- ment (EVM) information (1, 2, 3, 4). This update recommends contract language and project monitoring techniques to ensure that contractors integrate technical performance, including software functionality, with EVM. The key enablers are the Integrated Master Plan (IMP) and linkage to Systems Engineering (SE) work products and best practices.
