Abstract: This article reports an exploratory investigation of individual perceptions of factors that underlie the use of collaborative electronic media (electronic mail, World Wide Web, list serves, and other collaborative systems) for sharing information in a large state university in Australia. The model builds on the Constant et al.'s theory of information sharing. We propose that perceptions of information culture, attitudes regarding information ownership and propensity to share, as well as task and personal factors influence people's use of collaborative media. We found that task characteristics (task interdependence), perceived information usefulness and the user's computer comfort were most strongly associated with the person's use of collaborative media. Consistent with Constant et al.'s earlier findings, views of information ownership and propensity to share were significantly related to use. Interestingly, use of electronic media for sharing information and contacting people was weakly associated with a more structured, closed information culture. This implies that heavy users and sharers want more structured information flow in place, possibly due to their need to have reliable access to other individual's knowledge and information. Contrary to suggestions in the literature, a fully open, organic information culture may not always be most desirable. Implications for knowledge managers, practitioners and researchers are suggested.

Abstract: The utility and effectiveness of routine health information systems (RHIS) in improving health system performance in developing countries has been questioned. This paper argues that the health system needs internal mechanisms to develop performance targets, track progress, and create and manage knowledge for continuous improvement. Based on documented RHIS weaknesses, we have developed the Performance of Routine Information System Management (PRISM) framework, an innovative approach to design, strengthen and evaluate RHIS. The PRISM framework offers a paradigm shift by putting emphasis on RHIS performance and incorporating the organizational, technical and behavioural determinants of performance. By describing causal pathways of these determinants, the PRISM framework encourages and guides the development of interventions for strengthening or reforming RHIS. Furthermore, it conceptualizes and proposes a methodology for measuring the impact of RHIS on health system performance. Ultimately, the PRISM framework, in spite of its challenges and competing paradigms, proposes a new agenda for building and sustaining information systems, for the promotion of an information culture, and for encouraging accountability in health systems.

Abstract: The paper presents a case study of a large Canadian law firm with a distinctive information culture that is vigorously implementing an information management strategy. Our findings suggest that, at least for this organization, information culture trumps information management in its impact on information use outcomes. Thus, the strongly held information values and behaviors in the firm accounted for more than one-third of the variance in information use outcomes. Employees did perceive a high level of information management activity in the firm, although information management played a smaller, perhaps indirect role in explaining information use outcomes. What might organizations do to improve information use? This study suggests that organizations might do well to recognize that, in the hustle and bustle to implement strategies and systems, information values and information culture will always have a defining influence on how people share and use information.
