Abstract: The invention relates to a quantitative analysis method for safely utilizing the flood resources. The quantitative analysis method is characterized by specifically comprising the steps that firstly, the statistic analysis of staging and scaling level flood interval time is carried out according to the water-breaking section flood forecasting; secondly, the scheduling mode of safe utilizing of the flood resources in the water-breaking section is determined according to the water-breaking rate; thirdly, the safe utilizing process of the flood resources in the water-breaking section on which the scheduling mode is determined is evaluated. According to the quantitative analysis method, two typical water-breaking modes including flood opening back storing and discharging stopping tracking are adopted to carry out the coupling correlation analysis on the water yield in a storage reservoir at the early stage, the water-breaking rate, the follow-up flood magnitude, the time sequence, the probability and other factors to obtain the quantitative evaluation result of existing risks, and accordingly the effect of safely utilizing the flood resources is achieved.
