The Institution of Civil Engineers (ICE) is the world's oldest professional engineering body, founded in London in 1818 and granted a Royal Charter in 1828. Its journals programme, ICE Publishing, is a portfolio of roughly 35 peer-reviewed titles covering every branch of civil engineering - geotechnics, structures, bridges, water, transport, materials, energy and infrastructure management - with an archive of published papers reaching back to 1836.

One thing to know before you submit: ICE no longer publishes these journals itself. In May 2023, Thomas Telford Ltd (ICE's commercial arm) sold the ICE Publishing journal and book portfolio to Emerald Publishing, and licensed the ICE Publishing brand to Emerald. ICE remains the learned-society owner and sets editorial direction through its editorial boards; Emerald handles production, hosting, pricing and distribution. In July 2025, ICE Virtual Library was retired and all content moved to the rebuilt Emerald Insight platform, with old icevirtuallibrary.com links redirecting to emerald.com.

The portfolio splits into three groups:

• Proceedings of the Institution of Civil Engineers series - roughly 20 titles, each scoped to one discipline. These are the practitioner-facing journals and welcome well-documented project case studies alongside research papers.
• Specialist research journals - Géotechnique, Géotechnique Letters, Magazine of Concrete Research, Advances in Cement Research, Environmental Geotechnics, the International Journal of Physical Modelling in Geotechnics, Green Materials and Emerging Materials Research.
• Books and reference works - ICE manuals, design guides and standards commentary, also now published by Emerald. (The NEC contract guides stayed with ICE and were not part of the 2023 sale.)

Coverage in Scopus and Web of Science is strong across the research titles; because these are engineering journals, PubMed indexing is not relevant.

Every ICE Publishing journal is hybrid: subscription by default, with an optional gold open-access route per article, plus green self-archiving free of charge.

Emerald resets APCs annually and charges VAT where applicable, so confirm the current figure on the journal's page before you submit. If your institution has an Emerald read-and-publish deal, check the ESAC registry or your library first - it may cover the fee entirely.

ICE journals run single-anonymous peer review: reviewers see your identity, you do not see theirs. Each submission goes to at least one independent reviewer, and most titles use two. Editorial boards are drawn largely from ICE's practitioner and academic membership, which is why applied rigour and constructability tend to carry real weight in reviews alongside novelty. Turnaround varies by title; the Proceedings series is generally faster than Géotechnique.

1. Pick the title. Match research depth to venue - Géotechnique and the specialist journals for fundamental work, the Proceedings series for applied and case-study papers.
2. Read the ICE author guidelines on the journal's Emerald page. They are shared across the portfolio, with per-title scope notes.
3. Format the manuscript. ICE titles ask for Microsoft Word, UK English, and Harvard (author-date) referencing. SciSpace has ICE-style formatting available.
4. Submit through ICE Review. The portfolio uses the ICE Review platform at ice-review.rivervalley.io, not Emerald's general system - each journal page links to its own ICE Review entry point.
5. Declare your OA choice after acceptance, when Emerald asks whether you want gold OA, an agreement-covered route, or subscription publication.

ICE Publishing titles follow COPE guidance on authorship, competing interests, corrections and retractions, and Emerald applies its own research-integrity and plagiarism-screening policies across the portfolio. Data-availability statements are encouraged. Because many papers describe real projects, ICE journals also expect authors to confirm client and employer permissions before publishing project data.
