Abstract: Embodiments of the present invention disclose a resource allocation method and a network device. The method is applied to a network device supporting a first service and a second service, the first service includes a mobile broadband service, the second service includes an ultra-reliable and low latency service, and the method includes: allocating resources to to-be-sent first service data, where the resources include a first resource, the first resource is a resource that is allowed to be preempted by second service data, and the resources are resource elements REs, resource blocks RBs, frequency resources, or symbols. Implementation of the embodiments of the present invention can ensure that service data having a low latency and high reliability requirement is sent in time.
