The tyranny of international index rankings
TL;DR: In this paper, it is shown that ranking every adjacent country is a rather courageous activity, not because of wrong indicators, but because the estimation of the scores ignores inherent uncertainty, and it becomes clear that re-estimating the scores with a method that captures this uncertainty can capture this uncertainty.
