Abstract: PROBLEM TO BE SOLVED: To solve the problem caused by the fact that the throughput decreases each time a hand-over is made since a mobile station when making the hand- over temporarily needs to disconnect a link right before the hand-over and then and reconnect the link after the hand-over. SOLUTION: When the mobile station 14 needs to make the hand-over, the mobile station sends a hand-over request to a base station 12 that the mobile station is currently communicating with 12 and makes the hand-over; when the base station 12 receives the hand-over request from the mobile station 14, the base station transfers parameters for communication control to the base station 11 after the hand-over and the base station 11 after the hand-over has data communicates with the mobile station 14.
