Abstract: Disclosed is a method for sharing a frequency spectrum between a first network and a second network. The method comprises the following steps: issuing, by a small cell requiring a service and in a first network, a resource request; issuing, by the first network, a spectrum sharing request to a second network, and providing a detection characteristic sequence of the small cell requiring the service; measuring, by the second network, the detection characteristic sequence, selecting, from the second network, a spectrum set having a second strength of interference not higher than a second network threshold value, and transmitting the spectrum set to the first network; and selecting, by the small cell requiring the service, a spectrum for access from the spectrum set measured by the second network. The invention enables more dynamic and flexible utilization of a spectrum, thereby effectively improving a utilization rate of the spectrum.
