Abstract: [Problem] To provide an electrode catalyst having oxygen reducing ability, which has further improved catalytic activity and durability [Solution] The above-described problem is solved by a membrane/electrode assembly 10 wherein: at least an anode catalyst layer 2, a first composite layer 4a, an electrolyte membrane 1, a second composite layer 4b and a cathode catalyst layer 3 are sequentially arranged in this order; and the first composite layer 4a and the second composite layer 4b are composite layers 4 (4a, 4b) which are respectively arranged between the anode catalyst layer 2 and the electrolyte membrane 1 and between the cathode catalyst layer 3 and the electrolyte membrane 1, and are obtained by mixing at least ruthenium oxide nanosheets, carbon particles and a sulfonic acid group-containing fluorine-based polymer The anode catalyst layer 2 and the cathode catalyst layer 3 are electrode catalyst layers in each of which platinum particles, ruthenium platinum alloy particles or composite catalysts composed of ruthenium oxide nanosheets and platinum are supported by carbon particles
