TL;DR: This paper presents a joint coding scheme for multiprogram video transmission in which the channel capacity is distributed among the programs according to the program complexities.

Abstract: This paper presents a joint coding scheme for multiprogram video transmission. By exploiting the statistical variations of the program content, the joint coding achieves a more optimal bit allocation, which results in a better and more uniform picture quality. The bit allocation strategy assigns the same quantization parameter to all the programs, and the rate control adjusts this quantization parameter from frame to frame so that the aggregate bit rate for the programs is within a given bit budget. The programs are coded using the MPEG-2 video coding standard which inherently generates a variable rate bit stream.

Dynamic bit allocation for statistical multiplexing of compressed and uncompressed digital video signals
Limin Wang,Ajay Luthra +1 more
- 22 Jul 1999
TL;DR: In this paper, a hierarchical dynamic bit allocation is used, starting from a super GOP level (700, 702, 704, 800, 900), then to a super frame level (902, 904, 906, 908, 909), and then to the regular (individual) frame level(910, 920, 930, 990; 912, 922, 932, 992; 916, 926, 936, 996; 918, 928, 938, 998).

- 18 Jan 2002
TL;DR: In this paper, a control strategy for dynamically encoding multiple streams of video data in parallel for multiplexing onto a constant bit rate channel is provided, which allows individual encode bit rates to be dynamically adjusted for each video data stream based on part in relative complexity of the multiple streams, as well as fullness of compressed video data buffers and a channel buffer coupled between the encoders and the constant bit-rate channel.

Statistical multiplexed video encoding using pre-encoding a priori statistics and a priori and a posteriori statistics
Elliot N. Linzer,Aaron G. Wells +1 more
- 07 Dec 1999
TL;DR: In this paper, a statistical multiplexing apparatus and method for generating and combining a plurality of encoded video bit streams is presented, where a storage device contains pre-stored a priori statistics indicative of the encoding complexity of the video signals from which the encoded video bits streams will be generated.

Linear Rate Control and Optimum Statistical Multiplexing for H.264 Video Broadcast
Zhihai He,Dapeng Wu +1 more
TL;DR: A linear rate model and a linear rate control scheme for H.264 video coding are developed, and an optimum statistical multiplexing system to allocate bits across video programs and video frames so that the overall video broadcast quality is maximized.
Bit allocation and constraints for joint coding of multiple video programs
Limin Wang,A. Vincent +1 more
TL;DR: This paper examines the bit-allocation issues for joint coding of multiple video programs and provides a bit- allocation strategy that results in a uniform picture quality among programs as well as within a program.

- 16 Sep 1996
TL;DR: It is shown that using the same quantization parameter results in bit rates proportional to the program complexities, and guarantees the same upper bound of the coding distortion for all the programs.
