TL;DR: Political institutions and policymaking processes in Venezuela have been characterized by low stakes of power, constitutional weakness of presidents, and strong centralized political parties. This has historically led to effective policymaking and good policy outcomes. However, an oil boom and its aftermath, as well as political reforms, have unraveled this cooperative framework and induced a highly uncooperative and polarized political system.
