Abstract: To implement a configuration to execute entry control to the high-speed automatic driving permissible area according to the determination result of the manual driving ability of the driver. An entry of the mobile device from a low-speed automatic driving permissible area to the high-speed automatic driving permissible area is controlled on the basis of the determination result of the manual driving ability at a high speed of the driver. Moreover, the entry control is executed according to the presence or absence of a setting of remote driving control of the mobile device from a leading vehicle or a driving control center. In a case where there is no manual driving ability at a high speed of the driver of the mobile device, and moreover in a case where there is no remote support setting at a high speed of the mobile device, the data processing unit prohibits an entry to the high-speed automatic driving permissible area. The data processing unit determines the manual driving ability at a high speed of the driver of the mobile device on the basis of monitoring information including operation information of the driver in the low-speed automatic driving permissible area.
