Abstract: PROBLEM TO BE SOLVED: To provide a new technology which estimates a subject quality corresponding to a difference of a taste of each user when the subject quality of the user is estimated to an image. SOLUTION: Decoded images are generated by encoding and decoding a plurality of original images changing parameters of the encoding and the decoding, subject quality values of examinees to the decoded images are acquired, a plurality of reference images are selected from the decoded images based on the subject quality values, the examinees are classified into a plurality of groups based on the subject quality values to the reference images, and a relational expression between the subject quality value and identifiers of the parameter and the group is derived. If an estimation request of the subject quality value and a decision request of the parameter are asked, the group to which its user belongs is decided, the subject quality value shown by the user is calculated by using the relational expression, and the parameter to actualize the subject quality value requested by the user is decided.
