Abstract: PROBLEM TO BE SOLVED: To provide an image forming device provided with a liquid developing device capable of accelerating developing speed and reproducing a high-quality image uniform in half-tone density. SOLUTION: In this image forming device provided with an image carrier 10 on which an electrostatic latent image is formed at its surface and a developing ink carrier 44 for supplying a developing ink 42 to the carrier 10, the carrier 10 has a water repellent surface, and the carrier 44 has a surface layer 46 which can be impregnated with the developing ink and an electric resistance for applying developing bias voltage capable of moving the developing ink L to the image part of the electrostatic latent image on the carrier 10. By applying the prescribed developing bias voltage between the carriers 10 and 44, the ink L is stuck only to the image part of the electrostatic latent image on the carrier 10. Next, the developing image formed by the ink L is transferred on a transfer material.
