TL;DR: If openness is complemented with resource governance, capabilities in society and technical connectivity, use of OGD will stimulate the generation of economic and social value through four different archetypical mechanisms: Efficiency, Innovation, Transparency and Participation.

Abstract: A driving force for change in society is the trend towards Open Government Data (OGD). While the value generated by OGD has been widely discussed by public bodies and other stakeholders, little attention has been paid to this phenomenon in the academic literature. Hence, we developed a conceptual model portraying how data as a resource can be transformed to value. We show the causal relationships between four contextual, enabling factors, four types of value generation mechanisms and value. We use empirical data from 61 countries to test these relationships, using the PLS method. The results mostly support the hypothesized relationships. Our conclusion is that if openness is complemented with resource governance, capabilities in society and technical connectivity, use of OGD will stimulate the generation of economic and social value through four different archetypical mechanisms: Efficiency, Innovation, Transparency and Participation.

Utilization of open government data : A systematic literature review of types, conditions, effects and users
TL;DR: The paper synthesizes the hypothesized relations in a multi-dimensional framework of OGD utilization and suggests four future directions for research: investigating the link between type of utilization and type of users, establishing a causal link between utilization and OGD outcomes, and investigating the conditions that moderate OGD effects.
The wealth of networks: How social production transforms markets and freedom
Hans-Juergen Engelbrecht
- 17 Dec 2006
Abstract: The Routledge publication, Conflict and Development, represents a landmark effort to illustrate the linkages between conflict, poverty, and profit and, as a result, underdevelopment and uneven development in various parts of the world. The authors, Roger Mac Ginty and AndrewWilliams, are interestingly situated to undertake such an endeavor. After completing his studies at the School of International Relations at University of St. Andrews, Mac Ginty has become a specialist in the field of peace, conflict, and conflict management. Williams is a professor of International Relations at the University of St. Andrews, specializing in the study of conflict and international history. He has worked as a consultant for United Nations organizations such as the United Nations Development Program and the United Nations Institute for Training and Research and has written a number of articles and books on the themes of Liberalism and War. This book is a new scholarly contribution of both authors to the contemporary debates on the means and ends of a social policy developed in the context of the emerging relationship between “conflict” and “development.”

Data-driven innovation through open government data
TL;DR: A critical realist approach is applied to a case study analysis to uncover the mechanisms that can explain how data is transformed to value in the case of Opower, a pioneer in using and transforming data to induce a behavioral change that has resulted in a considerable reduction in energy use over the last six years.

TL;DR: An extensive search in the 30 top ranked marketing journals allowed us to identify 204 PLS-SEM applications published in a 30-year period (1981 to 2010), and a critical analysis of these articles addresses the following key methodological issues: reasons for using PLS, data and model characteristics, outer and inner model evaluations, and reporting.
