Abstract: PROBLEM TO BE SOLVED: To perform proper file access management based on access authority held by each of a plurality of users when accessing a file in a place wherein the plurality of users are present. SOLUTION: A participant list management means 11 manages a participant list based on user identification information inputted by a user identification information input means 10 inputting the user identification information. An access authority table 12 is set with access authority information of each user about each file. A file access decision means 13 acquires the access authority information of all participants indicated by the participant list about each designated file from the access authority table 12, and decides the access authority permitted about each designated file based on the access authority information.
