Abstract: PROBLEM TO BE SOLVED: To provide encoding method and device in which quality of output signals can be enhanced in filter processing using plural filters.SOLUTION: An encoding method for encoding a video signal by using at least two different filters of a first filter and a second filter in filter processing when the video signal is encoded comprises: a generation step of determining the size of a quantization step and generating an encoding parameter representing the size of the quantization step; an order determining step of determining that the filter processing is executed in the order of the first filter and then the second filter when the size of the quantization step is smaller than a threshold value, and determining that the filter processing is executed in the order of the second filter and then the first filter when the size of the quantization step is larger than the threshold value; and an application step of applying the first filter and the second filter in the determined order when the video signal is encoded.
