Abstract: PURPOSE: To rightly restore the encoded image data after an edition is performed by preventing the image for which a second inter-encoding is performed from being outputted by using the image belonging to an original preceding group as a predicted image when an edition flag is set. CONSTITUTION: By using the image belonging to an original preceding group as a predicted image, an edition flag SLPG is set to the group including the encoded data corresponding to the image for which a second inter-encoding which is possible to use the images existing before and after in the time in a display order as predicted images is performed. A frame order reverse rearranging circuit 90 executes the processing rearranging from the frame order according to a decoding processing to the frame order based on an inut image signal and executes an edition reproduction processing by referring to the edition flag SLPG. Namely, when the edition flag SLPG is set, the image belonging to the original preceding frame group is used as the the predicted image, an interpolation frame is not outputted, the intraframe encoded just before is outputted and an encoding is performed.
