Abstract: PROBLEM TO BE SOLVED: To provide a device and method for signal decoding having a function of guaranteeing that no large abnormal sound is generated even when a transmission error occurs in decoding of scalably encoded information. SOLUTION: An encoded information operation part 601 performs error detection of basic layer encoded information, 1st extension layer encoded information, and 2nd extension layer encoded information by using transmission error detection bits. A decoding operation control part 602 performs ON/OFF control over control switches 606 and 607 according to pattern information showing the error detection result and the pattern of a bit rate to control sampling frequencies of sampling frequency adjustment parts 608 and 609. A basic layer decoding part 603, a 1st extension layer decoding part 604, and a 2nd extension layer decoding part 605 perform decoding or frame loss compensation processing of encoded information according to the error detection result and bit rate.
