The myth of the First Great Debate dominates the historiography of International Relations (IR). It maintains that realism evolved immediately before, during, and after the Second World War a s the critique of idealism, which it blamed for underestimating the analytical relevance of power in international relations as well as the importance of the international system’s anarchic structure. According to this myth, in other words, there is no continuity between idealism—sometimes called liberalism—and realism. The evolution of realism is cut off from ideological and cultural contexts and located in an apolitical, scientific, analytically focused realm. Since the 1990s and the “historiographical turn” in IR, a revisionist literature has questioned this disciplinary myth and the corresponding characterization of the origins of realism in the field (Bell 2001). But this revisionism has arguably only gone so far. There remains broad agreement that IR realism, as a self-conscious tradition, is of Anglophone origin, but gained wide support after the Second World War as a “discourse of disillusionment,” informed by German political theory and motivated by the attempt to understand the horror of German totalitarianism (Ashworth 2011; Bell 2010; Hobson 2012; Sylvest 2008).1

Durch ihre Geburtsstunde in Zeiten des Kalten Krieges ist sie gepragt vom Ost-West-Konflikt bzw. ideologischen Positionierungen zwischen Kapitalismus und Sozialismus. Entgegen allen Behauptungen ideologischer und weltanschaulicher Neutralitat bei der Theoriebildung in den Sozialwissenschaften ist die entwicklungspolitische Theoriebildung politisch. Dies wird von Wissenschaftlern nicht immer zugegeben. Alle entwicklungspolitischen Theorien sind jedoch interessengeleitet: Wo die Interessen der kapitalistisch beeinflussten Theoretiker auf der Beibehaltung eines fur sie vorteilhaften Status quo bestehen, bestehen die Interessen der marxistisch beeinflussten und postmodernistischen Theoretiker in einem Ersetzen des Status quo durch ein in ihrem Sinne gerechteres System, das die Interessen der sozial Schwachen berucksichtigt. Dieses immanente Charakteristikum der Entwicklungspolitik unterminiert ihren Anspruch auf Neutralitat.

Der Text verfolgt zwei Ziele: Ausgehend von Debatten zum Verhaltnis von Digitalisierung und neoliberalem Kapitalismus geht er in einem ersten Schritt der Frage nach, inwiefern der hier als politische Philosophie verstandene Neoliberalismus und die digitale Mentalitat der Solution eine Verbindung in Theorie und Praxis eingegangen sind. Dabei ist der Anspruch, bisher nicht berucksichtigte Widerspruche zwischen beiden freizulegen, um einer adaquaten politikwissenschaftlichen Diskussion des gegenwartigen Digitalisierungsprozesses den Weg zu bereiten. In einem zweiten Schritt vollzieht der Text eine in der Tradition des Republikanismus stehende Kritik des Digitalisierungsprozesses neoliberaler Gesellschaften, dessen Kern als Datafizierung einer Vielzahl gesellschaftlicher Bereiche bestimmt wird. Da mit diesem begrifflichen Mittel systemisch angelegte Dynamisierungseffekte sowie eine spezifische Rationalitat des Transformationsprozesses in den Blick geruckt werden, kann der Text insbesondere die freiheitsgefahrende Unterminierung von Urteils- und Handlungspotentialen zur Diskussion stellen.

Purpose: This article analyses the unsustainability of the welfare state. This unsustainability is not caused by a financial crisis, but is caused by its own design and initial conception. For this, the case of Sweden is shown as an example; and the policies adopted by this Nordic country to correct the unsustainability of the welfare state mentioned above. Design/methodology/approach: The applied methodology has been, on the one hand, a literary review of the welfare state concept. On the other hand, an analysis has been carried out with various economic indicators that serve to corroborate the aforementioned unsustainability and the effect of the decisions taken by Sweden. Research and practical limitations/implications: The analysis of economic variables such as GDP or the collection of taxes on GDP is burdened with the classical limitation on the cause-effect relationship. The problem of causality in economics is one of the most significant in the discipline. This problem is fundamental in historical analyses, when it comes to relating a phenomenon that has occurred with the causes that generated it. Originality: The debate about the welfare state and its sustainability is gaining strength from very different spheres. In an unstable and highly globalised economic environment, the role that states must play in the economy is being reformulated. The present paper analyses the development and growth of the welfare state as one of the differential elements of the developed economies (especially in the Western European area), and its subsequent crisis and loss of legitimacy due to its financial unsustainability. Findings: This article shows how the introduction of private companies that provide public services can be a solution to the welfare state crisis. For this, the Swedish case is used as an example. In the Nordic country, it was found that the introduction of private companies in the provision of public services has not reduced social assistance services or their quality. What is important, it has been a new competitive management, which guarantees the quality of the services provided, at a lower cost to the public sector budget. Paper type: theoretical paper.
