While many political theorists have focused on the question of whether states have a duty to grant citizenship to noncitizens, this article examines the issues associated with the state’s withdrawal of citizenship. Denationalization powers have recently emerged as a controversial political issue in a number of liberal states, making their ethical scrutiny important. I begin by considering the historical practice of banishment and how denationalization power emerged and became consolidated in the United Kingdom and the United States in the first half of the twentieth century. I then discuss the nature of liberal objections to the power. My focus next shifts to the United Kingdom’s Nationality, Immigration and Asylum Act of 2002, which attempted to create a “liberal” denationalization power. In the final section of the article, I discuss whether the Act successfully addresses liberal concerns and in so doing shed light on the possibility of reconciling liberal principles with conditional citizenship.

Should Citizenship Be Conditional? The Ethics of Denationalization

Prior to the late fifteenth century in Florence, the losers of political conflicts routinely faced exile as punishment for their perceived crimes. Following the Pazzi conspiracy of 1478, however, such political criminals increasingly received death sentences rather than banishment. This article explores how the changing nature of punishment for political crimes in Renaissance Florence from the fifteenth to the sixteenth centuries can be read as a barometer of political change in the city. It examines the relationship between the growing number of political executions and the long transformation of Florence from a republic to a principality, with reference to the broader context of fifteenth- and sixteenth-century Italy.

POLITICAL EXILE punished an offending individual through public humiliation, deprivation of political rights, separation from family and friends, from business and property.I This situation was difficult but manageable for an individual since he and his dependents could turn to members of the extended family for aid and comfort. However, if all the family's men were banished, the situation was potentially catastrophic. The Alberti, a prominent Florentine merchant-banking family, found itself in just such a situation.2 In January I40I, all Alberti men were exiled from the city of Florence for conspiracy against the state; they were not allowed to return until 1428. This paper will explore the consequences of their long and unusual banishment from Florence.3 How the Alberti strove to minimize the effects of exile and why they did so demonstrate the significant role women played and the extent of family solidarity in the face of adversity. The Alberti's experience in exile also suggests that a revised interpretation of banishment's consequences is in order.

This article demonstrates a systematic connection between the novelty of Petrarch’s authorship and his self-definition as an exile. Petrarch employs the unusual term exilium/esilio to substantiate his unprecedented claim that literature is a legally valid officium (civic role). Following Dante, Petrarch grounds his exilic authorship in the Christian discourse of peregrinatio: life as pilgrimage through exile. But Petrarch’s new officium allows him a measure of control over literary creation that no prior Italian writer had enjoyed. This is especially true of the “Canzoniere,” Petrarch’s compilation of his vernacular lyrics, whose singularity functions as a proxy for its author’s selfhood.
