Abstract Chapter 3 focuses on the role of people’s assessors in China’s judicial system. It examines recent reforms aimed at enhancing their decision-making power and explores the impact of the new Assessors’ Law. The chapter highlights the dilemma facing the institution, as the regime wants to present an image of judicial democracy but cannot afford to lose control. Despite significant investments and efforts to improve the assessors’ role, progress remains limited. The impact of lay participation is rather limited. The lay assessors deliberate together with the judges and thus are heavily influenced by them; more importantly, the state tightly controls the courts’ decision-making process, further minimizing lay assessors’ impact. Overall, Chapter 3 provides a sharp analysis of the challenges facing people’s assessors in China’s evolving judicial system. 

People’s Assessors

Shenzhen, a city of 12 million people named Shenzhen that did not exist 30 years ago. In 1978, this was a land of agrarian villages of only 300,000 people (Baoan Xianzhi Committee 1997). Today’s Shenzhen is a land of “urban villages, a form informal self-build rental housing block unique to China, with its origin in theregions of Pearl River Delta.” Shenzhen’s urban villages are some of the earliest and best preserved of their kind in China. They are excellent access points for understanding China’s urban village phenomenon.

The Urban Village of Huanggang: A Successful Communal Model?

Over the last 30 years, the world has watched as China has developed into an urban nation. Early scholarship on the missiological importance of urban centers framed cities as “the new frontier.” Over time, missiological inquiry continued ranging from new strategies for urban work to developing a theology of urban missions. The continued growth of cities around the world has kept the increasingly diverse environments of the city at the fore of missiological conversations. China’s aggressive urbanization development has meant large populations of rural-to-urban migrants have flooded into the cities in this period. There lacks, however, a robust discussion about the need for more rural-to-urban migrant churches in China. In this article I explore the possibilities for migrant churches in cities. To understand China’s urban context, I begin with a brief overview of rapid urbanization development. I then discuss the growth of the Christian population in China’s cities which is due, in part, to rural-to-urban migration. Following, I discuss some barriers of belonging that many rural-to-urban migrants experience, including barriers in urban churches. I end the article by suggesting possibilities of an establishment of migrant churches in China’s urban centers.
