Abstract: It is possible to replace application resources arranged in a multi-layer system all at once. When a service environment building request is inputted, arrangement object decision means (2) references group management information (1) and decides server computers (5a, 5b, 6a, 6b, 7a, 7b) belonging to server groups (5, 6, 7) corresponding to the respective functions required for service provided, as application arrangement objects. Application arranging means (4) successively selects application arrangement data (3a, 3b, 3c) for realizing the function required for the service provided and arranges the selected arrangement data (3a, 3b, 3c) for the server computers (5a, 5b, 6a, 6b, 7a, 7b) decided as the corresponding application arrangement objects.
