Abstract: A compression system and process include adaptive quantization for selection of one quantizer, for each video frame or frame portion, from a group of quantizers, where each quantizer is a set of predefined quantizer values, and coding of the quantized values using a common entropy coding table for all quantizers, or a separate entropy coding table for each quantizer. The entropy coding tables are obtained during a training procedure. The selection of the quantizer is based on a formula which takes into account the distortion and bit rate characteristics of each quantizer. A similar formula, based on the distortion and bit rate characteristics, is used to select the particular quantizer value within the chosen quantizer for each video signal value being coded.

Skip macroblock coding
Sridhar Srinivasan,Pohsiang Hsu +1 more
- 16 Dec 2002
TL;DR: In this article, skip macroblocks are defined as a predicted macroblock whose motion is equal to its causally predicted motion and which has zero residual error, and the encoder and decoder use a raw coding mode to allow for low latency applications.

Method for encoding and decoding video information, a motion compensated video encoder and a corresponding decoder
Jani Lainema
- 19 Jan 2001
TL;DR: In this paper, a motion compensated video coding method is proposed for transfer of video streams using low transmission bit rate. But the method is not suitable for video streams with low image quality and low transmission rate.

Efficient motion vector coding for video compression
Chih-Lung (Bruce) Lin,Ming-Chieh Lee +1 more
- 30 Jun 2004
TL;DR: In this article, the x and y components of motion vectors are jointly coded by assigning a single variable length code corresponding to the pair of components, rather than a separate code for each component.

Coding of motion vector information
Sridhar Srinivasan,Pohsiang Hsu,Thomas W. Holcomb,Kunal Mukerjee,Bruce Lin +4 more
- 21 Nov 2008
TL;DR: In this article, techniques and tools for encoding and decoding motion vector information for video images are described, where a video encoder yields an extended motion vector code by jointly coding, for a set of pixels, a switch code, motion vectors information, and a terminal symbol indicating whether subsequent data is encoded for the set.

A motion video compression system with adaptive bit allocation and quantization
Cesar A. Gonzales,Eric Viscito +1 more
- 23 Oct 1992
TL;DR: In this paper, a system and method for implementing an encoder suitable for use with the proposed ISO/IEC MPEG standards including three cooperating components or subsystems that operate to variously adaptively pre-process the incoming digital motion video sequences, allocate bits to the pictures in a sequence, and adaptively quantize transform coefficients in different regions of a picture in a video sequence so as to provide optimal visual quality given the number of bits allocated to that picture.
