Canada recognizes young people’s constitutionally protected freedom of expression and consequently their right to engage in a narrow subset of consensual sexually expressive practices without being prosecuted as child pornographers. Nevertheless, numerous anti-sexting campaigns decry the possibility of voluntary and “safe sexting” let alone the affordances of adolescents’ self-produced and consensually shared sexual imagery. In this article, we argue that these actors have erred in their construction of youths’ risque imagery as inherently risky and thus governable. We propose that anti-sexting frameworks—which conflate consensual and nonconsensual sexting and which equate both with negative risks that purportedly outweigh the value and benefits of the practice—rely on a calculus that is fundamentally flawed. This article consists of two main parts. In Part I, we map and trouble the ways in which responses to consensual teenage sexting emphasize the practice’s relationship to embodied, financial, intimate and legal risks. In Part II, we suggest that research examining consensual adolescent sexting and young people’s rights to freedom of expression consider alternative theoretical frameworks, such as queer theories of temporality, when calculating the risk of harm of adolescent sexual imagery.

Reframing Risqué/Risky: Queer Temporalities, Teenage Sexting, and Freedom of Expression

The study examines globalization within and across China and the United States in conjunction with a portrayal of the nature of the scholarly endeavors over the past 10 years in the two preeminent educational research journals of these countries. By extensive analyses of topics, methodology, and citations the research clarifies the global and local forces at work within and across countries, including the types of internationalization occurring between the United States and People’s Republic of China. The findings suggest that globalization involves forces in transaction with one another—local forces addressing national interests and international forces seeking a comparative perspective primarily tied to local interests. The findings highlight the insularity of each country’s scholarly endeavors and how research is skewed toward western scholarship.

Knowledge Globalization Within and Across the People’s Republic of China and the United States: A Cross-National Study of Internationalization of Educational Research in the Early 21st Century

: This study examines the career of General Thomas Sarsfield Power, third Commander-in-Chief of Strategic Air Command, and especially his forgotten contributions to the early Air Force space program. The author describes the modern search for an Alfred Thayer Mahan for space, or a space war-fighting icon for the Air Force. The study identifies three major contributions to the Air Force space program Power had, using I.B. Holleys three step organizational model to develop superior weapons from new technology. First, the study describes Powers role in establishing General Bernard Schrievers Western Development Division as a true space organization rather than merely a ballistic missile organization. Second, it details Powers efforts to develop concepts and early doctrine for military space activity under the Study Requirements (SR) system. Third, it catalogs Powers efforts to transform Strategic Air Command into a strategic aerospace command by championing advanced nuclear space programs, including a manned strategic space force based on Project Orion, an Air Force program to develop a nuclear pulse rocket. The study reviews todays Air Force space effort and assesses Powers space ideas modern relevance. Thomas Power should be considered the Air Forces space war-fighting icon, and the Air Force should reclaim Powers ideas to rejuvenate its space program.

This doctoral thesis investigates the process and problems of central (top-down)
budgeting system of Iran and aims at exploring how it can be replaced with a decentralized
(Bottom –up) model that may be more in line with the interests and expectations of regions
of the country. In chapter 1, the trend of socio-economic planning in last decades
(particularly after the Islamic revolution) is studied and the reason why access to the
endowment of fossilized energy resources could not accelerate and pass current developing
situation is reviewed.
Then in chapters 2 and 3 a historical pathology of planning and budgeting system
considering various conceptual understandings of planning and budgeting and their
underlying effects on development indicators is discussed.
To highlight the importance of participatory role of people in process of planning and
budgeting, the concepts and characteristics of good governance and its possibility to
implement in Iran is critically reviewed in chapter 4.
Differences in the conceptual understanding of decentralization has urged the author to
resort to questionnaires and face to face interviews with most experienced experts and
scholars in the field of planning and budgeting in Iran, which are explained in detail in
chapter five.
Based on the compilation and classification of viewpoints of the respondents and
concentration on the concept of good governance, chapter 6 of the thesis entails reformative
guidelines which are presented in line with necessary changes in the basic rules and
regulations governing the budgeting system of the country and has provided practical steps
towards its realization.
This thesis contributes to an initiative document for the adoption of executive policies in
Iran's planning and budgeting system which eventually results in the improvement of living
conditions and the development indices of the country.

Central - regional budget allocation process in Iran: a critical analysis

This study creates and empirically tests an integrated model of trial court decision making to explore the hypothesis that jury verdicts reflect the social, political, and economic attributes of the community in which the court resides. In addition, the analyses examine the influence of attorneys, litigants, case facts, and judges on trial outcomes. Using an original data set comprising all reported civil trial verdicts decided in the state of Alabama from 2002 to 2008, we uncover strong evidence that community composition influences both the dispute resolution and resource allocation functions of trial courts. This research improves our knowledge of trial court decision making and contributes to our theoretical understanding of the effect of extralegal factors on the performance of political institutions.
