TL;DR: In this paper , the authors present a systematization and reflections on the Pnater cycle based on secondary data, concluding that the counter-hegemonic innovations proposed by Pnaters were gradually being disregarded or placed in the background, culminating with the end of the cycle started in 2004.
Abstract: Pnater represented an effort to resume a national agenda of rural extension. Due been conceived in a participatory way, Pnater’s scope directs to a clear and consistent counter-hegemonic perspective that the Brazilian State would have to implement. The hypothesis that guides the analyzes and reflections presented in this article is that structural and circumstantial factors of the Brazilian State systematically prevented Pnater from fulfilling its ambitious objectives. Based on the policy cycle framework, this article presents a systematization and reflections on the Pnater cycle based on secondary data. The conclusions point out that the counter-hegemonic innovations proposed by Pnater were gradually being disregarded or placed in the background, culminating with the end of the cycle started in 2004. The article points to the need for a progressive reframing of Pnater intending to gain greater social legitimacy.
TL;DR: In this paper , the authors analyze the main legal frameworks and public policies that encourage and condition the public and private offer of Ater services in Brazil, showing that the 21st century especially the second decade faced a reorganization of the system, with the creation in law of a national policy and an executive agency to implement it, in parallel with an increasing fund supplies, at least until 2015, when a new economic and fiscal crisis weakened the state capabilities.
Abstract: : The model of technical assistance and rural extension services (ATER) institutionalized in Brazil since the 50s of the 20th century expanded geographically thanks to the association with the offer of rural credit, widely available and subsidized, especially in the 70s, when the organizations of the called the Sibrater system were nationalized. Economic and fiscal crises in the 80s and 90s disorganized Sibrater, which collapsed, at the same time that private service providers became more numerous. Through a bibliographic and documentary research, with a descriptive objective, the article aims to analyze the main legal frameworks and public policies that encourage and condition the public and private offer of Ater services. Among the results of the analysis, it is possible to affirm that the 21st century, especially the second decade, faced a reorganization of the system, with the creation in law of a national policy and an executive agency to implement it, in parallel with an increasing fund supplies, at least until 2015, when a new economic and fiscal crisis weakened the state capabilities. However, the 2006 and 2017 Agricultural Censuses showed that 80% of agricultural establishments remain without technical guidance, which gives rise to a re-discussion of the legal frameworks that support Ater services, so that they receive adequate state funding.
TL;DR: In this paper , the authors analyze the technical assistance and rural extension (ATER) aimed at quilombola communities, using empirical data, that were obtained throughout the performance in the ATER official entity in Rio Grande do Sul (Brazil).
Abstract: This article addresses Technical Assistance and Rural Extension(Assistência Técnica e Extensão Rural - ATER) aimed at quilombola communities.Having as reference the National Policy of Technical Assistance and RuralExtension for Family Agriculture and Agrarian Reform (Política Nacional deAssistência Técnica e Extensão Rural para a Agricultura Familiar e Reforma Agrária -PNATER), which proposed to pay attention to categories of rural areas, such as the remnants of quilombola communities, this article analyzes using empirical data, that were obtained throughout the performance in the ATER’s official entity in Rio Grande do Sul (Brazil). The evidences were updated in qualitative research, carried out between the years 2016 and 2018. The reflections areguided by the Theory of Communicative Action (TCA), created by Jürgen Habermas, making use of the analytical tools proposed by Roberto Cardoso de Oliveira (2000). Through these tools, it became clear that, despite goodintentions, action oriented towards understanding still constitutes a challenge for ATER’s action in these communities.
