Abstract: Employee retention is very critical issue these days. Cost of losing talented, experienced and skilled workers is much higher then the cost of hiring new ones. Therefore, it is more critical for the organizations to retain their best talent with them. In this study a relationship is developed between job satisfaction, organization culture, benefits and salary to check their influence on employee retention. The relatedness of these variables with the motivational theories has also been measured. Employee retention is critical in today’s competitive advantage. Job satisfaction is the key variable which makes the higher or lower levels of employee retention at any organization. Moreover, organizational culture also plays an effective role in retaining the best talent within the organization. As loyalty and strategic commitment among all employees regardless of job can be enhanced through the organizational cultures as it emphasizes on teamwork, security and respect of individual employees. Besides this, benefits and salary are also strong determinant of employee retention at organization. There is a significant relationship between rewards offered by a firm and employee satisfaction for the employees to work for the organizations for longer time duration. High level of pay and benefits as compare to other companies in the market, attract and retain high quality employees. Thus, these elements are directly related to employee retention at any organization.

Abstract: The paper examines the relationship between corporate culture and employee engagement among employees in public sector organisations of Ghana. A review of the relevant literature indicates that corporate culture as a measure of employee engagement especially in the public sector of a developing country in Africa such as Ghana has been given limited research efforts. To address this, the study adopted Handy’s cultural framework as limited efforts have been geared toward investigating the effect each of Handy’s four pillars of culture has on employee engagement. The multiple regression technique was used to test the hypothesised relationships between the variables in the study. A sample of two hundred and sixty-seven (267) employees was randomly drawn from selected public-sector organisations in Ghana. Findings from the study established that, achievement and support cultures significantly cause employees to be engaged in the public sector of Ghana whilst power culture has a significant, but negative relationship with employee engagement. The relationship between role culture and employee engagement is not significant. The study recommends that, in order for the skilled employees in the Ghanaian public sector organisations to be highly engaged, management of such organisations should increase the extent of achievement and support cultures and minimize the extent of power culture while paying only a little attention to role culture.

Abstract: The purpose of this paper is to highlight the concept deviant workplace behavior through review of previous studies on deviance workplace behavior area and understand the dynamics of deviant workplace behavior. The first, the researcher discuss the need for research in deviance workplace behavior of employees especially to understand the impact of various factors on deviant workplace behavior. Secondly, the research carried out with the review of previous literature from the area of deviance workplace behavior and presents the summary on review of the literature relevant antecedents of deviant workplace behavior and prevalence cost of DWB. The third, the current study is totally based on the secondary source of data based on various journal referred and collected from various websites. Finally, the study presents its implications, the future directions and its limitation and conclusion of the study with respect to deviant workplace behavior in public organizations.

Abstract: The study examined the effect of e-government on service delivery in Federal University Ndufu-Alike Ikwo, Ebonyi State Nigeria. Descriptive research design was adopted to guide the study, two hypotheses were formulated and tested. Chisquare non-parametric statistics was used to test the hypotheses. The study revealed among other things that e-government has strong positive effect on service delivery by enhancing the performance of workers. This is because the use of ICT in work-relate activities reduces waste of time, delays and mistakes on the part of workers in the discharge of their duties. Based on this, recommendations were made major among them is that the Institution should improve on the current ICT infrastructure and strategy and continue to improve on the internet access and digital divide among staff in order to continue achieving their organizational goals

Abstract: This article explores the challenges and practices of citizenship engagement in sustainability policymaking in the local governments worldwide. The analysis focuses on 52 case studies from the ICLEI-local governments [1] for sustainability database. Cases document successful sustainability experiences from 48 urban communities in 20 different countries. The article offers a broader-than-national overview of existing public administration practices to advance our understanding of how they evolve in response to the global environmental challenges. The analysis concludes that successful sustainability policies may take place disregarding the size or geographical location of the urban community, which is consistent with previous literature on the topic. Moreover, the study explores in detail cases with the strongest citizen engagement and suggests that bottom-up public participation is particularly strong when citizens have to deal with a specific problem. The strongest government-led frameworks of support for citizen engagement have been found in the medium-size European cities.

Abstract: This study attempts to understand the causes and levels of work stress and burnout in a quantitative context. A mix method was adopted in which issues of organizational politics was also explored by using a qualitative approach. The sample was derived from a department of the South African Public Service and three quantitative questionnaires, namely the ‘Work Life Experience Questionnaire’, ‘Maslach’s Burnout Questionnaire’ and a ‘Biographical Questionnaire’, were the measuring tools for this study. The sample constituted of 341 senior officials whose positions ranged from Assistant Director to the Director General and 231 questionnaires were completed. The qualitative aspect used semi structured questionnaires as well as individual interviews. A cross-sectional approach was adopted. The results indicated that stress levels are significant high within and outside the work environment. One of the outstanding conjectures of this study is to investigate the relationship between stress and burnout in the post-apartheid era. The study also reveals that organizational politics plays a big role in influencing stress levels which leads to burnout. The aim of the study is to make national government departments aware of the relationship between job stress and burnout as well as the role that organizational politics played amongst senior government officials, post 1994 apartheid era.

Abstract: Businesses all over the world face competition and competitors have a major bearing on business performance. This study seeks to ascertain the role strategic alliance play in making small and medium enterprises achieve competitiveness. The study which employed the survey design covered six zones of Nigeria. The target population was all small and medium enterprises owners and their workers operating in the zones. These businesses are seen clustering in the major commercial cities of each zone and for each zone; three commercial cities were judgementally selected. Since their population was known and it was not possible to study the entire business that fall into this category, the sample size was determined using Taro Yamane formula. The instrument for data collection was the questionnaire, structured in a 5 point likert type scale. Reliability of the instrument was established. The questionnaire was administered to the respondents. Presentation and analysis of the data was carried out using frequency tables and simple percentages. The Pearson Product Moment Correlation was used for testing the formulated hypotheses aided by the Statistical Package for Social Sciences (SPSS) version 20.0. Findings show that: Combination of financial, material and human resources make small and medium enterprises develop competitive edge. Distribution of risk and reward makes small and medium enterprises build capacity to compete. This is to say; formation of alliance makes small and medium enterprises develop competitive ability. It is recommended that small and medium enterprises should form alliance in order to pool together financial, material and human resources with the sole aim of developing strong competitive ability which every business needs today for survival. As well, they need to distribute their risk in form of diversification across different industries and/or product lines, guide the alliance organization; watch their strategy implementation and culture of their allies.

Public Infrastructure Maintenance Practices in Ghana

Abstract: This study assessed the maintenance practices and quality improvements of public infrastructure by adopting the National Theatre of Ghana as a case study. This research specifically examined maintenance practices of the National Theatre, a national asset and the biggest auditorium used by the country to host major national events. A single case study design was employed for the study. Both questionnaires and interviews were used to obtain data from sampled staff and management of the National Theatre. The study revealed that the maintenance practices at the theatre are mostly routine involving cleaning, fumigation and servicing. There are also quarterly and annual maintenance schedules, but all these are predictive and preventive maintenance works. The maintenance works at the theatre have also ensured that the National Theatre is serene and habitable in the short term. The maintenance practices also help to maintain the aesthetics and attraction of the theatre in the medium term, and in the long term, maintenance practices can forestall the sudden breakdown of major equipment hence prevented the sudden collapse of the entire facility. However, the study found a gap between maintenance practices and quality maintenance practices at the National Theatre. The theatre has not integrated quality management practices, hence some of the important long-term benefits of maintenance practices have been missed and there is a backlog of maintenance that need to be worked out. Staff of the National theatre are not oblivious to the backlog of maintenance that the facility faced with but suggested that this is a result of inadequate budgetary allocation for maintenance. The study concludes that increasing budgetary appropriation for maintenance, there is a need to improve public cooperation and support for the National Theatre in order to improve the quality of the edifice.

Abstract: Introduction: The purpose of this study is to determine the impact of brand image on the firm’s profit. There are different dimensions of brand image that can affect the ultimate customers to have them. Some of the traits can be categorized here are quality of a specific product, product name, packaging and slogan etc. Different dimensions of brand image are discussed for an in depth analysis. These include “brand packaging”, “brand personality” and “word of mouth”. Hence after applying the particular tests the ultimate effect of all these aspects are checked on the profitability of Nestle Company on the basis of the data collected.Methodology applied: A questionnaire method is used to collect the data about the awareness of the brand. Probability sampling is used for this purpose, as the products Nestle Company are being consumed by almost all types of age of people.Findings and results: The results are obtained through applying tests include Correlation and Regression analysis. The outcomes are; the brand personality has positive impact on word of mouth and profitability with moderate strength, whereas brand packaging showed also positive impact, but the relation is weak. Word of mouth on other side revealed positive relation with profitability with good strength.Originality of the study: This study focused on the aspect to earn the profit through intangible asset that is brand image. This will help the owners and the managers of a Company to attain maximum benefits by the implication of these results. The results of this research will help firms to focus on brand image for better profits.

Abstract: The study attempted to investigate how leadership can be used to combat corruption in decentralized governance structures of Ghana. In conducting the study, purposive sampling technique was employed to select key officials of GA south municipal assembly whose duties often promote corrupt practices. The questionnaire technique was the research instrument while a statistical package for social science was used to facilitate the analysis of data captured from the field. Findings of the study noted that under invoicing, over invoicing, payment for works not done among others are serious corrupt practices prevailing within the decentralized grassroots governance structures. It also came to light that political interference, appointing political operatives to key positions in governance units all promotes corrupt practices. The study noted that if political interference can be removed in the administration of these decentralized structures, effective leaders who are mainly technocrats can offer sound management framework for carrying out the developmental agenda of these decentralized structures. The study called on government of African countries to endeavour to finance the activities of political parties so as to remove the need for amassing wealth through fair or foul means for strengthen political structures to win elections. Strong leaders are required towards combating corruptions, however there is the need to ameliorate completely the effect of political interference in the administration of decentralized governance structures.

Abstract: The study examined how effective leadership style assisted in motivation employees of Ecobank Ghana towards the successful implementation of its merger and acquisition growth strategy. In conducting the study, purposive sampling technique was adopted to select key officials of the bank, key managers and supervisors of the bank whose leadership styles influenced employees to work hard towards turning the new consolidated bank around. Out of 120 questionnaires distributed, 104 returned safely which enabled the relevant to be collated and analyzed for strategizing the direction of the study. The study noted transactional, laissez-faire and transformational leadership styles were all brought on board to assist employees of the bank work hard towards achieving set targets thereby improving upon their financial performance. The relevance of the study lies in the fact that with the new minimum capital adequacy level increased by the central bank of Ghana from US$20 million as at December 2012 to US$100 millions by December 2017, a lot more banks in the country have been slated for integration and will therefore need strong leadership styles to enable them to successfully undertake their mergers and acquisitions exercise.

Abstract: The study investigated the impact of effective leadership practices on an organizational growth and development in Ghana with the search light on the operations of National Investment Bank of Ghana (NIB). NIB recently had new management members with a new board of directors in place. For the year 2015 the bank shocked the banking fraternity when it was able to pay huge dividend to state coffers having experienced dividend draught for a long period. It is not too clear whether the leadership practices of the new executives have turned around the fortunes of the bank or the success story is due to the general boom in the banking industry of Ghana. Random sampling technique was adopted to select some branches of the bank and its headquarters as the study population. Purposive sampling technique was then employed to directly approach officials for their views. The questionnaire technique was the main research instrument while Statistical Package for Social Science (SPSS) was employed to facilitate the analysis of the data. Findings of the study indicated that the new management team of NIB employed sound communication skills, very fair compensation packages groomed employees to perform better are some of the strategies for shoring up financial performance of the bank. The study therefore concluded by upholding the hypothesis that the recent success story associated with the financial performance of NIB was due to the leadership style of the new management team but not necessarily a direct result from the simile booming performance in the banking industry of Ghana. As a further study, the role ICT played in NIB’s success story deserves investigation.

Abstract: This study aimed to identify the impact of applying the concept of knowledge management on security crisis management in the joint operations rooms of the Palestinian security forces in the West Bank governorates. In order to achieve the objectives of the study, the researcher used the analytical descriptive method, and the questionnaire was used as a tool for collecting the necessary data from the study society, which represents all the officers in the joint operations room, which number (352) officers. The results of the study showed significant effect with statistically significant at the level of significance (α ≤ 0.05) for knowledge management processes (knowledge diagnosis, knowledge generation, knowledge storage, knowledge distribution, and knowledge immplementation) on stages of security crises management in the joint operations rooms of the Palestinian security services.

Abstract: This paper appraised the strategies put in place by Nigeria government to combat drought and desertification in the North-east geo-political zone of Nigeria and establishing the situation at present, which is more of a rhetoric than practical. It also established the absence of the citizens input in the programs which as a matter of fact constitutes a major reason for perceive failure of the strategies. Literature on concept of drought, and desertification as well as the nexus between the two phenomena were reviewed. The study adopted the survey design approach. Population of the study was the North-east geo-political zone of Nigeria comprising six states: Adamawa, Borno, Bauchi, Gombe, Taraba and Yobe. Purposive sampling technique was used in the selection of sample size comprising of six local councils from Adamawa, Bauchi and Gombe states; the reason being that they share common characteristics on the challenges of drought and desert encroachments. Cluster sampling technique was adopted in selection of 1,200 respondents of which 72.6% response rate was recorded. The research instrument used were a structured and validated questionnaire complemented by a structured interview schedule. The study finding reveals that the strategies adopted by government in combating drought and desertification has a major defect in that it is not citizen oriented (since evidences from the survey points to the fact they were unaware of government programs on combating drought and desertification in their area). The study, thus recommended that for strategies of combating drought and desertification to work in the North-east geo-political zone of Nigeria or any other place in Nigeria, citizens’ input into such strategy must be a top priority. That way, they will evidently adopt and own them and off cause protect than where necessary.

Abstract: Background and aim: Quotient is one of the basic competencies that promote the managers. New approach in current century believes the relationship between spiritual quotient and transformational leadership style of managers with organizational commitment of staffs as a new aspect of organizational performance. Therefore, this research was aimed to determine the relationship between spiritual quotient and the transformational leadership of managers with staffs’ organizational commitment in headquarters departments of Tehran University of Medical Sciences (TUMS), Tehran, Iran. Materials and methods: This was a descriptive analytical and cross-sectional research that induced at 2014-2015. The research community was 225 staffs and 70 senior, middle and junior managers. The research tools were three questionnaires including MLQ for assessment of transformational leadership, Badie for spiritual quotient, and Allen and Meyers for the organizational commitment of the staffs. The data was collected and analyzed by SPSS software, using average, and percent for descriptive statistics, and Pearson, t-student and variance analysis for analytical statistics. Results: The results of this research showed that TUMS headquarters department’s managers had desired transformational leadership and spiritual quotient, but the organizational commitment of the staffs was moderate. Using Pearson method showed that there was significant relationship between these variables. Conclusion: The managers with increased spiritual quotient and transformational leadership cause motivate and develop the staffs to be more commitment in their organizations.

Public Healthcare Sector: Is Losing Its Importance in Rural Tamil Nadu?

Abstract: In India, though Tamil Nadu is one of the best performing states in health, it is losing its importance in many areas. There is no specialist in Community Health Centres (CHCs) functioning in Tamil Nadu; all specialist posts are vacant, though there is excess number of doctors in primary health centres (PHCs) and enough number of SCs (sub-centres), PHCs and CHCs. The number of PHCs functioning without lady doctors is also the maximum in Tamil Nadu. The shortfall of health workers in PHCs and CHCs is also very much, female health workers (the 2nd highest) and male health workers (the third highest among the states taken for discussion). In the shortfall of female health assistants in PHCs also Tamil Nadu shows a backward position. Operation theatre facility is available only in 6% of PHCs functioning in Tamil Nadu, but Gujarat is having this facility in all its PHCs. On the basis of rural population served, rural area covered, number of villages covered and radial distance covered, Tamil Nadu is not a better placed state. The budget allocation in revenue budget is continuously falling and the fall is very much in Tamil Nadu in comparison with other states except Odisha. All these force the people of Tamil Nadu to make use of private hospitals instead of public healthcare sector (only about 40%).

These major contributions notwithstanding, there still seems to be a strikingly persistent absence of clarity in defining the notion of "focusing events" within the agenda-setting stage of the policy process, and a lack of a general typology of related significant, or key events. Even somewhat more disturbing is that, inspired by Birkland’s notion of focusing events, a number of subsequent scholars attempted to develop this theory, unintentionally further conflating the meaning of focusing events. Thus, it is important not only to more clearly define focusing events but also to develop an operationalizable typology of a broader set of related anchor events as applied to agenda-setting. It is precisely these two issues that form the analytical essence and contributions this paper aims to achieve. The focusing event theory has become increasingly vital to explain a wide range of social and policy-related events, e.g. 9/11, large-scale earthquakes, major healthcare reforms in a given jurisdiction etc.

Abstract: The purpose of this study is to investigate the impact of political based recruitment (PbR) dimensions on the quality of governmental services in Palestinian public ministries. The study examined the impact through four major independent variables, which are: independency of decision making, fairness in providing governmental services, official job abuse for personal interest, and self-autonomy of the organization. This study followed the statistical analytical approach, by using a questionnaire as data collection tool, which were distributed among public employee who are working as department directors and directors on charge in social sector ministries. Results showed that decisions making independency and fairness in providing governmental services have significant effect on quality of governmental services (QoGS). The study recommended that the principle of equal opportunities in appointing senior positions must be applied the Palestinian public senior positions.

Abstract: It is germane to state that communism to a market economy in the former Soviet Union and Eastern Europe has not gone down well in many aspects that could lead to growth and development in Africa but its movement in China and Vietnam has performed tangibly beyond expectation. Worthy to note is that Africa witnessed high level of stagnation in the beginning of the century of the post-colonial period and in recent time, there has been a competition between population and poverty reduction; the percentage in poverty has gone down, but the absolute numbers of impoverished have increased. The ostensible behind this piece is to assess the efforts of African states in their quest for achieving free market economy. This paper applied qualitative method of data collection while globalization theory was used as a basis of its analysis. The paper reveals that globalization has been a mixed blessing in this aspect as it plays an important role both in the successes and failures. It concludes that these dramatic economic events have not surprisingly been accompanied by a high level of intellectual ferment. It recommended among others that, new policies for alleviating poverty in order to ensure growth and development, such as conditional cash transfers and micro-lending as introduced be implemented to the fullest to ensure poverty is actually reduced to minimal level.

Based on a literature review, the multiple-item measurement development procedures suggested as a guideline and philosophy by Churchill and Spector were used to identify eight dimensions to measure strategic decision-making: decision quality, decision routines, procedural rationality, procedural justice, affective conflict, cognitive conflict, understanding, and decision commitment. Confirmatory factor analysis (CFA) validated the constructed measures.

Abstract: This paper aims to study the impact of the characteristics of family SMES on the strategy of Corporate Social Responsibility (CSR) family. The review of literature shows that the social network has a positive, but low effect on the social responsibility of business. However, conservatism has a negative effect on social responsibility of business. Age of the company has a positive effect on the social responsibility of business. The data have been collected from 141 Tunisian familial and nonfamilial businesses in 2012. The results obtained allow to highlight the role of social network in the adoption of the strategy of social responsibility within the family business. Similarly, the results have shown that the variable conservatism with a negative impact is statistically significant on CSR through the variable Knowledge of CSR. Finally, age of the company has no significant impact on CSR strategy.

Abstract: The field of public administration has become over the course of the recent years, a very important one, being concerned primarily with political organizations, the definition of the implementation of government policy. It is centrally concerned with the organization of government policies and programmes, as well as with the officials in charge of the administrative systems. As for the geographical choice, Iraq was chosen particularly because it reflects the interest of the author, but also because its area of governance did not have yet the chance to be thoroughly studied. Another motivation for the choice resides with the fact that the waves of conflicts that took place in Iraq eventually modified the system to some extent, as well as the presence of the Islamic State in the area. The article is focused on the measures taken by the government in order to bring about the changes that are needed in Iraq, as well as providing a description of the projects that are implemented to fulfill the above-mentioned purposes. It was found that the projects influenced the system to some extent, but there are still more actions to be undertaken in order to bring the country to a stable line.

Abstract: This study on the Influence of fiscal position to the socio-economic development of the provinces in the Philippines is a quantitative research. Universal sampling was employed wherein all of the 83 provinces in the Philippines were included. Through the use of secondary data from various government agencies, the ultimate goals of this study are to determine the fiscal position of the provinces in terms of the 6 parameters namely, national government subsidy, income, operational expenditures, total assets, public debts, and budget surplus; to determine the socio-economic development of the provinces in terms of poverty incidence, attended mortality rate, professionally attended birth rate, and labor force participation rate; to determine if correlation exist between fiscal position and socioeconomic development using the Pearson product-moment correlation analysis; and to determine the degree of influence of fiscal position to socioeconomic development through multiple linear regression analysis. The research undertaking concluded that in terms of fiscal position, Luzon regions are the richest while and Mindanao regions are the poorest; poverty incidence is lowest in Luzon regions especially in the NCR while highest in Mindanao most particularly in the Zamboanga Peninsula and in ARMM. Correlation analysis revealed that there is a strong negative relationship between fiscal position and poverty incidence; a very strong positive relationship between fiscal position and attended mortality rate; and a moderate positive relationship between fiscal position and professionally attended birth rate. Multiple linear regression analysis revealed that the influence of budget surplus to poverty incidence is statistically significant; and the influences of assets and public debts to professionally attended birth rate are statistically significant, assets having the greater influence. Meanwhile, none of the influences of fiscal position parameters to attended mortality rate is statistically significant.

Abstract: This is an evaluation and analysis of attrition in South Carolina police departments. The purpose of the report is to gain clarity on possible causes of attrition and offer potential approaches to mitigating and/or eliminating a current and future issue that may have adverse implications on both quantitative and qualitative services rendered by departments across South Carolina. It then proposes four ways in which departments might be capable of increasing their recruitment to restore legitimacy. This analysis is based on data from two surveys-the Law Enforcement Management and Administration Statistics and Census of State and Local Law Enforcement Agencies surveys-collected and made available by the US Bureau of Justice Statistics between 2007 and 2013. Three measures of attrition are used: (1) retention/attrition rates, (2) replacement rates, (3) and civilian-to-officer ratios. Additionally, demographic representation is also examined (e.g. female, minority or nonwhite, educational background, pay rates, etc.). Abstract: Today, actions and behavior of firms in competitive markets play a significant and effective role in endeavors for building competitive advantages. This is very evident in service oriented industries, such as insurance industry. Meanwhile, organizational endeavors are considered in three directions in this research, which include market-orientation, competitororientation, and innovation-orientation. The main objective of this study is to assess the effectiveness of organizational endeavors in the areas of innovation, competition and market orientation on building competitive advantages. The research method here is applied for the goal and survey for the descriptive nature. The statistical population of this research is the Staff of Saman Insurance branch. The number of people who participated in this research is 319 persons according to the Census Bureau of Saman Insurance. The researcher has used simple random sampling method to select the study sample these people, and the number of respondents people is determined by Cochran sampling formula to be as equal to 174 persons. A 24-question survey is used to collect data, and the validity and reliability of it is approved by the supervisor and adviser in advance. Data analysis software used in this research is Smart PLS. Results show that market-orientation, innovation-orientation and competitive-orientation does do have effect on competitive advantage building.

Abstract: In order to manage particular organization, administration is required. Administration and work culture of any organisation is the comprehensive effort to direct, guide and to integrate associated human strivings which are focused towards some specific ends or aim. In the era of globalization, when the organizations are going through a tremendous change; schools are no exception and teachers are the most cardinal actors in the entire educational endeavour Academic excellence of schools is largely indicative of the performance level of the respective teaching faculty. Teachers who used to occupy a very high position in ancient India, unfortunately, today, there image appears to be dismal. Improving the professional satisfaction as well as work engagement among teachers has become important issues on the agenda of upliftment of primary education in the nation. In addition to this, in order to attain educational goals, there is a dire need to ascertain the job satisfaction of teachers. Analytical approach undertaking work culture that includes psychological, social, economical and administrative aspect of the problem, is necessary to understand and to resolve the issues of teachers. Hence, this study attempted to get a comprehensive picture of current administrative and organisational satisfaction of teachers. This study also endeavoured to make a comparative study of satisfaction of government and private school teachers’ towards organisational administration and work culture therein. Undemocratic principal’s behaviour, uncooperative colleagues and administrative staff, teacher’s job insecurity, faulty communication, biased recruitments, job insecurities, lack of promotion opportunities, give rise to teachers’ dissatisfaction towards administration and organisation as a whole. Participative decision making, recruitments and promotion based on capability of a teachers and above all respect to the profession can open the gate way to more efficient people to adopt teaching profession and to achieve long cherished educational goals
