Abstract: As the opportunity, this article divides standards into "public standard" and "private standard" and indicates that the objective for developing public standard is to obtain the best public interest, however the objective for developing private standard is to obtain the best interest for the organization which the author regarded as the essential partition reveals the basic difference between this two kind of standards It is beneficial to deeply understand the difference between the two types of standards in purpose, style, content, function and operation of standards development and take distinguished policy to ensure the fairness of public standard and competition of the private standard To emphasize that the public standards is the appeared rule which contributes to the similarity and coherence and the private standard is the hidden rule which contributes to character and flexibility How to make the appeared rule and the hidden rule realize the best match which will be the new topic of standardization theory and policy research
