Abstract: In this paper we analyze the current situation of education in universities, with particular reference to the European scenario. Specifically, we observe that recent evolutions, such as pervasive networking and other enabling technologies, have been dramatically changing human life, knowledge acquisition, and the way works are performed and people learn. In this societal change, universities must maintain their leading role. Historically, they set trends primarily in education but now they are called to drive the change in other aspects too, such as management, safety, and environment protection. The availability of newer and newer technology reflects on how the relevant processes should be performed in the current fast changing digital era. This leads to the adoption of a variety of smart solutions in university environments to enhance the quality of life and to improve the performances of both teachers and students. Nevertheless, we argue that being smart is not enough for a modern university. In fact, universities should better become smarter. By "smarter university" we mean a place where knowledge is shared between employees, teachers, students, and all stakeholders in a seamless way. In this paper we propose, and discuss a smarter university model, derived from the one designed for the development of smart cities. A design model is proposed for the evolution of universities.The model fosters cooperation among employees, teachers, students, and stakeholders.The model fosters knowledge sharing.The model is compliant with the smart cities model.

Abstract: Recommendation systems have become prevalent in recent years as they dealing with the information overload problem by suggesting users the most relevant products from a massive amount of data. For media product, online collaborative movie recommendations make attempts to assist users to access their preferred movies by capturing precisely similar neighbors among users or movies from their historical common ratings. However, due to the data sparsely, neighbor selecting is getting more difficult with the fast increasing of movies and users. In this paper, a hybrid model-based movie recommendation system which utilizes the improved K-means clustering coupled with genetic algorithms (GAs) to partition transformed user space is proposed. It employs principal component analysis (PCA) data reduction technique to dense the movie population space which could reduce the computation complexity in intelligent movie recom-mendation as well. The experiment results on Movielens dataset indicate that the proposed approach can provide high performance in terms of accuracy, and generate more reliable and personalized movie recommendations when compared with the existing methods. Proposed an optimized clustering algorithm to partition user profiles.To represent denser profile vectors by principal component analysis transforming.Be examined to provide high prediction accuracy and more reliable recommendations.

Abstract: At the street level of the state public policies get their final form and substance. This being so, discretion is a key concept. The goal of this article is to specify discretion as a research object in the study of street-level bureaucracy. Therefore the theoretical views on discretion prevalent in juridical and other disciplines are explored. Discretion appears to be a multi-faceted concept. This finding has consequences for the analysis of discretion in the explanation of what happens in street-level bureaucracies.

Abstract: Zusammenfassung In der post-euphorischen Diskussion um Collaborative Governance geht es vermehrt um Tendenzen der Pluralisierung, der Politisierung und der offentlichen Kritik. Damit erscheint es unklar, wie sich mittel und langfristig das Feld intersektoraler und interorganisatorischer Beziehungen verandern wird. Der Beitrag setzt hier primar konzeptionell an. Ziel ist es, im Ruckgriff auf Erkenntnisse der Netzwerk- und Institutionentheorie Wandlungsmechanismen zu identifizieren. Dies geschieht mit Bezug auf drei Ebenen – der Ebene der Allianzen und Netzwerke selbst, der Ebene ihrer Mitgliedsorganisationen und der Ebene der Strukturierung dieser Arrangements durch ihre Einbettung in institutionelle Logiken. Erst aus dem Zusammenwirken dieser Mechanismen lassen sich Aussagen uber zukunftige Entwicklungen ableiten. Dynamics in Multi-Level Arrangements and Mechanisms of Change Abstract The euphoric debate on collaborative governance has come to an end. Henceforth, tendencies of plurality, politicization, and public criticism are on the agenda. The near and far future of inter-sectoral and interorganizational relation remains to be open. Against this background, the paper contributes to the debate in a conceptual way. Its purpose is to identify mechanisms of change upon network theory and insights from the neo-institutional debate. Three levels of collaborative governance are addressed, the level of the networks and alliances itself, the level of their parental organizations, and the level of the structural embedding within complementary and diverging institutional logics. Assumptions on the future developments on collaborative governance are necessarily derived from the interaction of the mechanisms of change on these three levels.
