Abstract: In recent times, information technology (IT) has a tremendous influence on how different Indian Government departments operate. Governments around the world are increasingly interested in the potential for delivering government services through internet. Examples of substantial transition to electronic service delivery can be found in some sectors in some countries, however most government services have failed to evolve from enhanced information-based web pages. The failure to move from manual services to e-service provision is most notable in the local government sector at District Collectorate office at district level, despite numerous policies and hopeful deadlines imposed by governments at all levels. This paper presents research, which examined the current status of Nagpur District Collectorate Centre’s service delivery, exploring the appropriateness of current e-Business maturity models for evaluating the Progress of local governments making towards electronic service delivery. The research involved an evaluation of local government service center. In an effort to promote and enhance the use of web sites, local governments have started to make non-integrated moves toward e-Governance. One of the important factors to provide efficient government services is availability of all government services through a single point delivery platform. The government departments should have an integrated platform with a secured access control system. It is thus important to design a coherent enterprise architecture framework for the government departments. The aim of this research paper is to outline an effective enterprise architecture framework and an innovative technological solution that can serve as the common platform for provision of all government services to the citizen of India. The Authority Centre will receive the application from CSCs. A software should be developed for the Authority Centre which will be common for the highest authority to the clerical staff. Now the application will be processed and the decision will be made for approval and disapproval, which will be sent back to CSC. Thus the citizen will come to know about the status of his application at the CSCs only. A website should be developed mainly for the Urban Citizens which are very much familiar to the Internet. The website will provide various services easily to the citizens and they can access these services anywhere, any time. These plans can be implemented at District level and hope it will extend for the State as well as National level. The basic services such as Ration card application, Pension, Agricultural services, Police records, Below poverty line(BPL) facilities, Medical help are very difficult to access and avail. As about 70% of Indian population leave in villages, these people have to come at the district place to avail the services. And it is very inconvenient for them, so we propose the new concept of Common Service Centre (CSC). These centres will be present at the grass hood level, having an officer in charge with a computer having an internet connection with a software installed on it. The citizens can avail services at these CSCs.

Abstract: Steganography is the art of hiding the existence of data in another transmission medium to achieve secret communication. It does not replace cryptography but rather boosts the security using its obscurity features. Steganography method used in this paper is based on biometrics. And the biometric feature used to implement steganography is skin tone region of images [1]. Here secret data is embedded within skin region of image that will provide an excellent secure location for data hiding. For this skin tone detection is performed using HSV (Hue, Saturation and Value) color space. Additionally secret data embedding is performed using frequency domain approach - DWT (Discrete Wavelet Transform), DWT outperforms than DCT (Discrete Cosine Transform). Secret data is hidden in one of the high frequency sub-band of DWT by tracing skin pixels in that sub-band. Different steps of data hiding are applied by cropping an image interactively. Cropping results into an enhanced security than hiding data without cropping i.e. in whole image, so cropped region works as a key at decoding side. This study shows that by adopting an object oriented steganography mechanism, in the sense that, we track skin tone objects in image, we get a higher security. And also satisfactory PSNR (Peak-Signal-to-Noise Ratio) is obtained.

Abstract: Web usage mining is the application of data mining techniques to web log data repositories. It is used in finding the user access patterns from web access log. User page visits are sequential in nature. In this paper we presented new Rough set Dbscan clustering algorithm which identifies the behavior of the users page visits, order of occurrence of visits. Web data Clusters are formed using the rough set Similarity Upper Approximations. We present the experimental results on MSNBC web navigation dataset, and proved that Rough set Dbscan clustering has better efficiency and performance clustering in web usage mining is finding the groups which share common interests compared to Rough set agglomerative clustering

Abstract: As compared to bespoke software development, in market driven software development huge numbers of requirements that comes from many different users, customers, competitors through surveys, interviews, focus groups, and competitor analysis intimidate to over burden the requirement engineering process. So it is vital for product management to select the requirements that aligned with the overall business goals and dispose of others as early as possible. This paper presents a new model for requirement prioritization using AHP (Analytical Hierarchical Process). Number of comparisons as compare to traditional AHP techniques are significantly reduced which make it practicable and applicable. In creation of this model qualitative and quantitative research methodologies are used. To evaluate the model both static and dynamic validation techniques are used to assess the model in industry where the aspects of practicality, applicability, Implementation, effectiveness, and efficiency were investigated, yielding promising initial results.

Abstract: The first method developed to translate customer requirements into software specification was the Quality Function deployment (QFD) and the second approach to the identification of software specification comes from the software engineering. Requirements may be defined as a demand or need. In software engineering, a requirement is a description of what a system should do. System may have dozen to thousands of requirements. Software requirements stipulate what must be accomplished, transformed, produced or provided. It is well documented that requirement engineering saves money. There are several techniques to elicit the software requirements like JAD, misuse, RAD, Web Surveys etc. In this paper we have used the Web Surveys approach to elicit the software requirements for a railway projects. The main objective of this paper is to improve the effectiveness and the efficiency of the freight transportation between source and destination using optimization algorithm.
